The competition for the director of RTV Podgorica will be announced on January 9.
The program-production (PP) plan of RTV Podgorica for the next year is currently being discussed.
Radulović said that the Agency for Electronic Media showed great willingness to adjust the program in a quality way.
Vladimir Otašević pointed out that it is necessary to adopt the changes.
"This refers to shows edited by people who do not have the status of permanent employees at RTV Podgorica. These are shows edited by Tamara Nikčević and Đorđe Šćepović. RTV Podgorica allocates a lot of money, about 3.000 euros per month, for the show 'Arrhythmia'. This represents a burden for the budget. The plan envisages the shows 'Referat' (instead of 'Arrhythmia') and 'Cultural Thursday' (instead of 'Book People'). A show called 'Diplomatic Story' will be added. Students will be able to ask questions to diplomatic representatives. Such a show it has not been in Montenegro until now. RTV Podgorica will gain some new value," Otašević said.
Tatjana Novović emphasized that she would be "very happy if there was a show about education".
Đurišić pointed out that politics should be removed from RTV Podgorica.
"There is too much of it in other media. There is too much brainwashing of people with more televisions. I am not sure that you need an entertainment program. Sports, too. There are too many sports channels. My opinion is that you don't need it either," said Đurišić. adding that he "cannot support the current PP plan".
Radulović noted that the current PP plan is not being adopted, but that new shows are only being discussed.
The debate on the budget was postponed because the Assembly of the Capital City did not vote on the budget for 2024.
The members of the Council accepted the Proposal for the Rulebook on the internal organization and systematization of RTV Podgorica's workplaces.
Currently, Council members are debating the Decision on amending and supplementing the decision on salaries.
Nikčević said that salaries at Gradska TV have not been increased since its foundation.
"They were increased only at the level of the entire country when the Europe Now program was formed. We do not have a branch collective agreement. We work according to the General Collective Agreement. Colleagues from the Public Service received an increase in the last agreement between the Union and management (from 15 to 42,5 percent)". Nikcevic said.
The President of the Council said that the issue "will be resolved on the fly".
The proposal to amend the decision on earnings was adopted with four votes in favor and one against.
Novović said that a plan must be made that will mean changes compared to the current situation.
"It seems to me that we are in it now. We have to see where we are now and what we can unblock so that things can work," Novović said.
Nikčević said that since yesterday they have been uncomfortable in that television.
Otašević explained that they are not reducing the number of employees, but that they want to "professionalize editorial positions".
"We have a big problem that a very small number of people watch Gradska TV. We have the lowest possible viewership of local television in Montenegro. I know from the marketing department that they have a big problem in the last year. They only made 70.000 euros from marketing, and it was predicted for that number to be three times higher. Advertisers want to terminate contracts with us," Otašević said.
The Acting Director of Radio Television Podgorica (Gradska TV) Vladimir Otašević has submitted to the Council amendments to the Draft Rulebook on the internal organization and systematization of workplaces in that television station.
"The current rulebook does not provide for the production sector. 43 jobs are foreseen. Although the number of jobs has been increased, we will take care not to burden the budget next year and to enable the optimal functioning of RTV. The change in systematization does not refer to a reduction in the number of employees. There is no technological redundancy employees. We are only professionalizing management positions, which is necessary for every professional media outlet," said Otašević.
Tatjana Džudović believes that "this is being discussed too quickly".
Milan Nikčević, president of the Union of City Television, said that all employees were in "some kind of anxiety".
"As employees, we should have been informed of the rulebook on job changes and salary decisions no later than five days before the meeting. The Council's obligation is not to adopt our opinions, but it is an obligation to enter them into the minutes.
Radulović said that the Gradska TV Council should be supportive, primarily for the sake of the citizens.
"In that part, this Council should give support. Today, we are discussing a higher-quality program. We are trying to have quality people working there. No one is endangered by this. We just need the appropriate professional training for the head of that department," said Radulović.
Nikčević replied that the work should be done by someone with knowledge, not just a title.
"Gradska produces 30 percent of its program. RTCG has a handful of studios, editing, cameras, cars, everything. We work in one direction. What they do in that direction, no one in Montenegro has such knowledge. Only these people, and that's why they are of high quality I'm talking about production," said Nikčević.
Tatjana Novović said that education and preparation should mean something.
"Nobody's way of working is being questioned. This is about changes and the need not to stand still. The situation is quite ungrateful for us," said Novović.
Council member Zoran Rakočević objected to the opinion of Aleksandar Đurišić from the first constitutive session, which was closed to the public. He did not want to withhold information about his previous engagement.
Vesna Radulović said that Đurišić gave a dissenting opinion at the last session based on information that other members of the Council were not familiar with.
Radulović added that she had objections to the minutes, but also to Đurišić's claim that he did not know that journalists were not present at the constitutive sessions.
"You said that this council was not ready enough to cooperate with the employees of the house. This council acted in accordance with all the regulations that obliged us to do so... We all know that these people really meet the conditions of the advertisement. Another thing, none of them submitted documentation that confirms this. If you thought that we, as a council, should wait for someone to slow down our work, this Council will not allow that. They were invited, they did not submit documentation, for us this story is over. We are exceptional were fair and we invited all the employees," said Radulović.
She stated that the minutes were adopted with all remarks. Đurišić told her that the constituent session does not exist.
"You made that up. It doesn't exist. No constituent session is closed to the public," said Đurišić.
At today's session, the Council of RTV Podgorica is discussing the proposal of the financial plan, the proposal for the rulebook on the internal organization and systematization of the jobs of Radio Television Podgorica, the proposal of the programming and production plan of the City Radio Television and the City Portal for 2024.
At the Council session, the Decision on amending and supplementing the Decision on salaries in RTV Podgorica will be considered.
