Despite the money provided by the Film Center and the Ministry of Culture, the digital cinema in Kolašin has not yet become operational.
As explained by the director of the Culture Center Branislav Jeknić, the Municipality should provide an additional 30.000 euros, but upon inspection of the project "certain technical and functional deficiencies were found, which is why it was not implemented". According to him, there are several reasons why the people of Kolasin do not have a cinema yet, and among them are the air temperature and uneconomical conditions.
"The project envisages that film projections will be realized in 3D format on a screen covered with a layer of silver nitrate, for which it is necessary that the temperature in the hall cannot be lower than four degrees. Below that temperature, the layer falls off and the function for the 3D format is lost. The canvas costs from 12.000 to 14.000 euros. With the installation of the screen and the obligation to show films at least twice a week, it is impossible to perform other activities that are carried out on stage. As a result, the possibilities of the work of the KUD 'Mijat Mašković' and the holding of daily rehearsals, as well as the work of the theater and the implementation of other activities, are limited", explains Jeknić.
The Director of the Center claims that "the project is uneconomical for several reasons and would create difficulties in the work of that institution". He says that he is limited by the possible number of spectators, and the problem would be the ticket price that exceeds the paying capacity of the local population. The operation of the digital cinema, states Jeknić, would also increase the basic costs for hiring additional workers, as well as heating costs.
"In order to provide a comfortable screening of films, in the autumn and winter period, it is necessary to heat the large hall. Fuel consumption would be around 200 liters per projection, and when the days are colder, more than 300 liters. As the large hall is not necessary, and the number of spectators is minimal, it would be impossible to provide pleasant conditions for watching movies", argues the director of the Center.
Therefore, as he proposed to the current government, the "domes" in the Memorial House, which are now used by the Socialist People's Party (SNP) and the New Serbian Democracy (Nova), should be used for this purpose. That space, Jeknić claims, "due to its size and location, can serve as a cinema and at the same time be a space for parliamentary sessions". He reminds that the assembly sessions are held in the hall of that institution, as he says, under someone else's roof and in inadequate conditions".
"There is no possibility of keeping parliamentary materials, no possibility of assigning councilors to clubs, no conditions for the work of journalists, and everyone complains about poor heating. In the dome of the Memorial House, it is possible to create a ceremonial assembly hall in which modern working conditions, the seating arrangement of councilors, digital voting with screen reproduction, auxiliary counters for holding assembly materials, a special area for journalists and guests would be possible. The biggest problem, heating, can be solved in a modern way, installing a couple of ceiling air conditioners", suggests Jeknić.
Museum settings in very poor condition
At the last session of the Municipal Assembly, Jeknić informed the councilors about the state of the Native Museum, which functions as part of the Cultural Center. The displays on the ground floor and the gallery on the first floor of the museum, he claims, are in very bad condition. Jeknić says that renovation is needed, which would enable the creation of modern settings.
"The museum project that was done in the earlier period was expertly done in the domain of construction works and determining the space for museum exhibits, but certain additions are needed in the project that do not require large funds. It is necessary to make a new project of electrical installations, in order to enable the heating of ceiling air conditioners and the installation of devices for regulating optimal conditions in the depot where the art paintings are located", suggests the director of the Center.
According to him, video surveillance and the Internet are necessary in the Native Museum. In the gallery space, he says, the ceilings should be lowered, lighting and a system for hanging pictures in the gallery should be installed. When these jobs are completed, explains Jeknić, a new modern exhibition plan and digital presentation should be installed.
