Vice-President and deputy of the Democratic Party of Socialists (DPS) Jevto Eraković appealed that Montenegrin residents at the Faculty of Medicine in Belgrade be given the opportunity to take the specialist exam, as well as the formation of a commission that will represent their interests.
"Two to three months ago, more precisely from November 2023, about thirty young doctors from Montenegro are fighting for their right to take the specialist exam. After that, they were supposed to return with the title of specialist to their home institutions in Montenegro. specializations were approved in the period 2018 - 2020, and they then decided to enroll in specializations at the Faculty of Medicine in Belgrade, because the Faculty of Medicine in Podgorica, among others, had a contract with it. Through the specialist studies service of the two faculties, instructions for certain skills, foreseen in the plan and program of specialization for each period of residency training. The instructions were signed by the mentors of the Faculty of Medicine in Belgrade, from KCCG and general hospitals in Montenegro, and then the instructions were returned in the same way to Belgrade, where they were certified as valid and accepted by the Faculty of Medicine in Belgrade. After that, according to the plan and program valid at that time, our residents started listening to the two-semester classes, and settled all their obligations that were required during their education (circulations, two-semester classes, passed colloquiums ). However, at the time of applying for the specialist exam, they experienced harassment and humiliation, and in the end, they were denied the opportunity to take the specialist exam! The reason that was communicated to them is the existence of a new rulebook from May 2022, which requires residents who have been enrolled in specialist studies at the Faculty of Medicine in Belgrade since that date to spend 50% of their time on the same," said Eraković.
He said that since November, "these young Montenegrin doctors have been writing appeals and pleas to help them, but without concrete solutions, instead, according to the principle of shifting responsibility, they are sending them to different addresses that, as a rule, are declared incompetent". The exception, he points out, is the management of the Faculty of Medicine in Podgorica, which "only showed willingness to help them".
Eraković pointed out that only those who have taken the specialist exam know how much sacrifice and effort is required to prepare for that exam.
"Those who deliberately or accidentally forgot it and those who never had the opportunity to take it must react immediately! That is why it is necessary to immediately form a joint Commission of the Government of Montenegro, the Ministry of Education and Science, the Ministry of Health and the Faculty of Medicine in Podgorica, which will go to Belgrade, represent the interests of our residents and enable these young doctors to receive only the rights that belong to them - nothing more than that! This should have been done more than two months ago, and there are no justifications and excuses that can justify such carelessness towards young residents from all Montenegrin cities," said Eraković.
