In Kolašin's ruling majority (Democrats, Evropa Sad Movement, Democratic Front, Socialist People's Party and URA) there is still no will to put the current detailed urban plan (DUP) "Centar" out of force until amendments and additions to that planning document are adopted.

The majority of councilors of the authority either abstained or were against even discussing the conclusion.
That document stipulates that the SO will call on the ministries of ecology, spatial planning and urbanism and the Government to amend the Decision on Drafting Amendments to the DUP "Centar", by shortening the deadline for drafting from 11 to six months. Zeković also suggested that the transitional and final provisions foresee a ban on all construction, except for public infrastructure, in the area covered by the Plan, until the adoption of amendments and additions, and no longer than one year.
In March of last year, the government, with the Decision and amendments to the DUP Centar Kolašin, set a deadline for that job for 11 months. The current DUP was created in 2008. In the program task, for the amendments and additions to that planning document, it is written that the goal is "to create a quality space in the ambient, functional and architectural sense, as well as to create planning assumptions for the realization of the planned contents". At the same time, it was assessed that the valid DUP has not been fully implemented so far.
"The planned protection and reconstruction of old buildings with characteristic city architecture was not realized, due to the lack of interest of private owners in the protection of valuable architectural fabric and the inability of the Municipality to purchase and reconstruct. One of the basic planning goals that has not been achieved is raising the level of urbanity (building along the street, street blocks, squares, underground garages, "clearing the inside of the blocks)", it is written in the program task.
In the next planning document, it was suggested, the emphasis should be placed on the reconstruction of architecturally valuable buildings and the construction of buildings of public interest. Special attention to changes and additions to the DUP Center, among other things, should be devoted to the arrangement of public areas, including the main street and parks.
"We believe that, considering the obsolescence of the current plan, as well as a large number of solutions that can permanently devastate the space in Kolašin, it is necessary to put such solutions out of force until amendments are made. At the same time, it is necessary to shorten the deadline for making amendments to six months, in which time it is realistically possible for the developer to prepare the amendments to the plan. So that the construction of public infrastructure does not suffer, it is necessary to exempt public infrastructure from the repeal", is part of the text of the Conclusion.
Zeković also explains that "the enormous interest of investors in Kolašin must be used to contribute to the development of the city, the creation of new jobs and a better life". It is necessary, he suggests, to design development wisely, which will preserve space as the most valuable resource available to citizens.
"The opposite is happening - the construction of apartments for the market, which will benefit investors from the side and possibly the seller of land, and the citizens of Kolašin will be left with worse water supply, fewer parking spaces, worse communal infrastructure, congested traffic and destroyed space. "Several buildings have already been built or are being built that seriously ruin the appearance of Kolašin and do not have the necessary facilities for newly built units, but will burden the already insufficient existing infrastructure and public facilities," the Conclusion reads.
The DUP Center writes in the document, which the government did not want to discuss, "not that it is not aligned, but is directly opposed to the goals and principles of planning and construction defined by the Law on Spatial Planning and Building Construction."
In the middle of last year, the Green Kolašin Initiative also proposed that the current DUP be abolished.
"In the Decision on the creation of the currently valid DUP Center for Kolašin from 2008, there was also Article 7, which reads: "Any construction in the area covered by the plan is prohibited until the adoption of the same, and no longer than 12 months from the date of adoption of this Decision." Considering the situation with the construction in Kolašin, and the obsolescence of the currently valid plan, we are of the opinion that this article should find its place in this decision as well. We are concerned about how the sensitive area in the center of Kolašin will be treated during the drafting of amendments to the DUP, given that the adoption of such an urban plan is a very complex and long process", said the Initiative.
From that initiative, they remind that the preparation and adoption of the PUP has been waiting for a long time. They claim that "even if the new plan were to be adopted in 11 months, it is a very long period during which the environment of Kolašin, if this kind of construction continues, could be irreversibly damaged and destroyed".
