The State Audit Institution (DRI) has not yet received all statements for audit on the register of state assets, and the deadline for this is tomorrow.

This was confirmed by the "News" from the State Audit Office. From the Administration for Cadastre and State Property (UKDI), which he led Koča Đurišić, and the two ministries - finance, which was the subject of the audit, spatial planning, urbanism and state property, whose competence is in the organization of the new government, did not answer the editorial questions.

Senator DRI Branislav Radulović he told "Vijesti" that the Administration for Cadastre and State Property submitted an action plan, that the competent department did not do so, and that both are obliged to submit a report on the actions taken according to the prepared and submitted recommendations by January 26.

At the same time, tomorrow the SAI should submit a new Report on the implementation of the recommendations given in the report on the success audit "Successfulness of establishing, maintaining and controlling records of state property at state authorities" from June 2019.

The audit of the success of the "Management of the Real Estate Register of State Property" was published at the end of July last year.

SAI announced that the process of establishing and managing the Real Estate Register of State Property is not yet sufficiently successful.

"The audit procedure established, among other things, that the Administration for Cadastre and State Property, in the process of completing the data for the published Real Estate Register of Property of Consumer Units at the central level, used to the greatest extent data on real estate that had already been recorded in the Real Estate Cadastre," they stated. then from DRI.

By inspecting the submitted database on state-owned real estate, which as of February 17, 2, contained data on 2023 real estates, as they added, the state auditor determined that officials of the Cadastre Administration had visited 416.912 real estates or 6.347 percent of the total number of registered immovable properties.

"The Real Estate Administration and its legal successor, the Administration for Cadastre and State Property, until the end of the audit procedure (June 2023), did not have the boundaries of state property and municipal property for municipalities where the delimitation procedure was completed," the audit states.

It was also determined that the integrated information system SAP FI-AA module, until the end of the audit procedure, "was not established in the manner foreseen by the description and specification of the project", which is an integral part of the contract for the procurement of services, the extension of the SAP system - the implementation of the SAP FI-AA module and external applications for state property records.

At that time, the SAI also verified the implementation of the recommendations given in the previous Report on the Audit of Success "Successfulness of Establishing, Keeping and Controlling State Property Records at State Authorities" from 2019 and ordered the subjects of the audit to submit a new Implementation Report to the SAI by January 26, 2024. recommendation.

To date, this has not been done.

Seven recommendations to the Ministry of Finance and the Administration for Cadastre and State Property. Among other things, the administration was recommended to determine the method and procedure for completing data for the purposes of the Registry through internal procedures, which will establish a clear and unified approach to the collection and recording of data on state-owned real estate. It was also recommended to establish a system of quality control of the collected and recorded data through internal procedures, to establish by agreement the boundaries of state property in relation to the property of municipalities, with the municipalities with which the regional units of the Administration completed the demarcation procedure...

The SAI addressed the Department of Finance on October 5, and then on November 1, 2023, with a note on the obligation. The Ministry of State Property, which is headed by Janko Odović, due to taking over part of the work from the Ministry of Finance, on November 20 asked the SAI to extend the deadline for submitting the action plan, stating that the action plan is being prepared. SAI approved the request and extended the deadline until December 24, but Odović's department did not respond.

Before the Board at the earliest at the end of March

The final report of the SAI on the audit of the register of state assets was submitted to the Committee for Economy, Finance and Budget of the Parliament of Montenegro.

Yesterday, "Vijesti" replied that in 2024, that Board plans to "intensify activities in the area of ​​performing its control and supervisory functions", that audit reports of SAI will be one of the segments of those activities".

"The board will especially take into account reports with a negative opinion and reports related to the audit of success. Appreciating that the audit of the success of the 'Management of the Real Estate Register of State Property' treats a very important area, and taking into account the findings of that audit, it is to be expected is that it will be the subject of consideration at the Board session", they told "Vijesti" and added that the Board should start these activities at the end of the first or the beginning of the second quarter.

The SAI senator expects that the parliamentary committees deal with SAI reports to a greater extent.

"Given that after January 29, when the intergovernmental conference between Montenegro and the EU takes place in Brussels, the 'unlocking' of certain negotiation chapters is expected, it would be very significant for the temporary closure of chapter 32 - Financial supervision, where the SAI for a number of years in the past, he has given a very high rating that parliamentary committees deal more with SAI reports, especially those where a negative opinion is expressed, and in this way, within the framework of the budget control system, contribute to increasing the responsibility of spending units and other audit subjects, and team and to an even better assessment of the European Commission when it comes to this chapter," said Radulović.
