The educational infrastructure in Montenegro is in a bad state and they are aware of this, they say, in the Ministry of Education, Science and Innovation (MPNI). This is what they told "Vijesti" in a comment on the report that was presented a few days ago by the Association "Parents" through the "Family Caravan" project. From the Department of Health, they said that the report of that non-governmental organization "does not show precise data on the municipalities where there is a shortage of doctors and the number of those doctors", and that they will soon publish an analysis on this.
The Association "Parents" published on Monday a report related to the analysis of the situation in the field of health care and education. In the report, they stated that in this regard, children in Montenegro in most municipalities do not have basic rights.
They announced the results based on the reports of parents who visited the "Family Caravan" team, which visited all Montenegrin municipalities from September to December 2023.
In addition to other things, they state that parents in 10 municipalities believe that children do not have conditional kindergartens and school facilities, they cited the problem of overbooking in pre-school institutions in the north as a pronounced problem, and some of the objections refer to the insufficient number of teaching assistants. According to parents, the construction of new kindergartens in Ulcinj and Bar, as well as schools in Tivat, Herceg Novi and Podgorica, is urgently needed. Some of the pressing problems are the absence of nursery groups in the kindergartens in Šavnik and Andrijevica. In that municipality, according to the analysis, there is no functional gymnasium, while in Petnjica, children can stay in the kindergarten, which is attached to the school, only until noon.
"Taking into account the results of the aforementioned analysis, which concern the educational infrastructure, we are aware that it is in a bad state, but we are intensively working to improve the working conditions," the department told "Vijesti" Anđela Jakšić-Stojanović.
They claim that in 2024, "the biggest investment cycle in education so far" will begin.
"The conditions have been created for us to enter into a new arrangement with the EIB worth 2024 million euros in 18 for the implementation of the project 'Improving Montenegrin Education', and a project with the EBRD worth 20 million for the reconstruction of part of the energy efficiency of 25 buildings. The budget foresees funds of two million euros for the co-financing of the project with KFW Bank", said MNPNI.
They claim that in 2024, the construction of a kindergarten in Nikšić, a new elementary school in Tivat, and the preconditions for the construction of an elementary school and kindergarten in Siti kvart, a new building next to the 'Oktoih' school, and kindergartens in Bar and Ulcinj have been created.
They add that the implementation of the project "Functional analysis of educational infrastructure with recommendations for improvement", with a total value of 600.000 euros, is underway.
"In March, we expect the delivery of buses and vans worth 1,3 million euros, which will improve the transportation of students in rural areas...".
The association "Parents" within the "Family Caravan", in the section related to health care for children, among other things, states that in 19 municipalities, parents cited the lack of pediatricians as a problem.
"In as many as 17 municipalities, parents stated that the problem is an insufficient number of professional workers. There are continuously no pediatricians in five municipalities in the north, and there are not enough of them in as many as 14", they state in the report and add that in the municipalities in the north, in order to be examined by a pediatrician, children have to travel kilometers to neighboring municipalities... Due to the lack of pediatricians there is also a problem with immunization and regular systematic examinations", they state in the report.
From the department Vojislav Šimun they said that the Personnel Plan in the field of health will map the personnel in the health system and have a "clear picture regarding the lack of certain specialists".
"There are certain personnel challenges, but in no case can we talk about the fact that health care is not provided in any municipality," he said.
In relation to the allegations about the lack of pediatricians, he said that the regulations provide that one pediatrician has 1.000 to 2.000 insured persons, that is, children, and that the number of children in the municipality is not known.
"The records of the Health Insurance Fund are not completely accurate, considering that many children are registered in one health center and reside in another municipality, which leads to problems when providing health care to patients," said Šimun.
