Judging by the available data on expenditures in the Municipality's budget, until September of last year, officials of the Kolasin local administration were frugal when it came to expenses for representation and official trips.
Thus, half of the planned 10.000 euros for official trips was spent in nine months. Approximately the same amount was planned for the expenses of the national team, but only about 3.000 euros were spent from January to September last year. In the same period, less than half of the amount for fuel, which was planned at 23.000 euros, was spent. However, the municipal administration was less frugal when it came to communication services, so during nine months, 15.260 euros were spent, out of the slightly more than 15.000 euros planned for the whole year.
In the Service of the President of the Municipality, for nine months on official trips in the country and abroad, they spent a little more than 1.700 euros, which is only half of the amount planned for the whole year 2023. In that service, the expenses for the national team for the same period were around 1.800 euros, that is, slightly more than a quarter of the planned annual amount.
At that time, he held the position of President of the Municipality Vladimir Martinovic (Democrats), and his cabinet included vice presidents Vasilije Ivanovic (Movement Europe Now) i Miodrag Bulatović (Socialist People's Party).
During nine months of last year, the Parliamentary Service spent a ninth of the planned annual amount, ie only 142 euros, on official trips, and half of the planned 1.500 euros for the national team. He is the president of the Kolasin Assembly Vasilije Bulatović, and the secretary Anđela Vuković. Both are cadres of the Democratic Front (DF).
Expenses for official travel of the chief administrator Lidija Lašić and her associates are minimal, so for nine months they amount to only 18 euros. In that service, they had no costs for representation, and fuel expenses were only 40 euros.
There were no costs for fuel and representation in the Secretariat for Environmental Protection, which he heads Mile Glavičanin. Expenditures on this basis are also far below the planned amount in other secretariats.
The trend of reducing the expenses of officials for fuel, official trips and representation began in 2011, when he was the head of the Municipality Darko Brajuskovic (DPS). Before his mandate, at least according to the information that reached the public, there were cases of officials leaving thousands of euros of citizens' money to eat and drink in Kolašin restaurants. It also happened that the expenses for fuel in the municipal administration were over 150.000 euros in just three months.
Guild DPS authorities: More than 100.000 euros in one restaurant
A decade and a half ago, the coalition of the Democratic Party of Socialists and the Citizens' Group was known to the public for their arrogant spending of citizens' money, and in one Kolašin restaurant alone, officials ate and drank over 100.000 euros in one year. In just four months of 2008, municipal officials from that coalition spent 250.511 euros on fuel.
The practice of saving citizens' money, when it comes to the expenses of officials for fuel, official trips and food and drinks, was established four years ago by the government consisting of DF, SNP and SDP, when Željka Vuksanović was the head of the Municipality. So, for example, in 2016, the total fuel costs of the Kolasin administration and services were only 12.000. All the officials of the executive power that year spent about 1.000, that is, 700 euros less than planned for the national team.
On that basis, there was no waste even during the mandate of the municipal president Milosav Bata Bulatović and Marta Šćepanović.
