The first-floor arrangement of the Great Pier is entering its final phase, protection against the impact of large waves from the open sea will be solved by the construction of an underwater pier, the construction of the tunnel that would connect the Pier and the Harbor is under the jurisdiction of the Municipality of Ulcinj, and the pedestrian path from the Hotel "Albatros" to Cape Đerana is still waiting solution of administrative problems related to the preparation of technical documentation.
This is stated in the responses of the Public Enterprise for the Management of Marine Assets to the questions of "News" about their started and planned investments in the territory of the Municipality of Ulcinj, which is under their authority.
"The first phase of the work on the ground floor arrangement of the Great Scaffold has been completed. The second phase of paving is underway, after which it is planned through the Plan for the use of financial resources for the year 2024 to rehabilitate the foundations of the Great Scaffolding after obtaining urban planning and technical conditions and preparation of technical documentation. The protection of the Great Pier against the impact of waves will be carried out by the construction of an underwater pier. The assumption for the realization of this investment is the completion of the amendment and addition of the DSL sector 63, after which the technical documentation will be prepared, and therefore this investment will be realized", states the answer of the Public Company to the question at what stage are the works on the ground floor arrangement of the Great Scaffold and how JP plans to protect that area from the impact of large waves.
They did not answer the question of when the realization of that million-dollar project can be expected.
Work on the ground floor decoration of the Great Scaffold began in October 2022, and the deadline for the project was 120 days.
The Municipality then announced that the project would be completed by the beginning of last season, but that deadline was also missed.
Former Prime Minister Dritan Abazović said last year that the Great Scaffolding project is worth around one million euros.
"This is just the beginning of the massive investment of Morski Dobr in Ulcinj. An international tender is also being opened for the arrangement of the entire Mala Beach, with a tunnel that should connect the Mala Beach below the Old Town with the Liman. This should change the face of Ulcinj and we are ready for the Municipality, together with Morski dobro, to start financing that project in the next year," Abazović announced at the time.
However, JP points out that this project is under the jurisdiction of the Municipality.
"The plan for the use of financial resources for the year 2024, which should be adopted by the Government of Montenegro, plans funds for the announcement of an international competition for the arrangement of the hinterland of Mala Plaža, all in cooperation with the Municipality of Ulcinj. The issue related to the construction of the tunnel under the Old Town is within the competence of the Municipality of Ulcinj, because it is located outside the zone managed by the Public Company".
The trim track from "Albatross" to Cape Đerana has been in the plans of JP for years, but until now everything was completed on the plans. In JP they claim that the realization of that project should start soon.
"In the final phase is the resolution of administrative problems related to the preparation of technical documentation for the footpath from the Hotel "Albatros" to Cape Đerana (the preparation of the elaboration of the subdivision of the footpath, the addition of urban planning and technical conditions in order to overcome the problem of access to the footpath for persons with disabilities), so that the completion and we expect the revision of the technical documentation in the next three months", the letter says.

"Vijesti" did not answer the question of whether JP is thinking about bringing the marine property zone in Ulcinj back into the legal framework. In article two of the Law on Maritime Property, it is written that maritime property is considered to be the coast, ports, breakwaters, slipways, embankments, shoals, bathing areas, rocks, estuaries, reefs, hot springs, springs and hot springs on the coast, mouths of rivers that flow into the sea, canals connected to the sea, the seabed, the seabed and the subsoil as well as the internal sea waters and the territorial sea, the living and non-living resources therein and the living and non-living resources of the continental shelf. In terms of this law, the banks of the Bojana River on the territory of Montenegro are also considered to be a marine resource.
Article three states that the sea coast is considered to be a strip of land limited by a line to which the largest waves reach during the strongest storm, as well as a part of the land which, by its nature or purpose, serves the use of the sea for maritime traffic and sea fishing and for other purposes related to with the use of the sea, which is at least six meters wide, counting from the line that is horizontally distant from the line to which the biggest waves reach during the strongest storm.
In Ulcinj, the average width of the sea property is 565 meters compared to Kotor, where the average is 32 meters, or Budva, where it is 54 meters.
"JP undertakes all actions within its competences.
