Mayor of Podgorica Olivera Injac and Secretary for Local Self-Government and Cooperation with Civil Society of the Capital City Slađana Andušić submitted a criminal complaint to the Special State Prosecutor's Office (SDT) against Goran Janković, the former commander of the Protection and Rescue Service of the Capital City.
According to the report, Janković is suspected of abuse of official position, RTCG portal reports.
Janković denied the allegations of abuse of official position from the criminal complaint.
Injac and Anđušić listed 45 items in the report about suspected illegalities allegedly committed by Janković.
Among other things, they cite as disputed the legality of sending members of the Protection and Rescue Service during the earthquake that hit Turkey last year. They assess that the procedure was contrary to the Law on Protection and Rescue and the Law on the Use of Units of the Army of Montenegro and International Forces and the Participation of Members of the Operational Unit for Protection and Rescue, Police and Employees of State Administration Bodies in Peacekeeping Missions and Other Activities Abroad.
"The Protection and Rescue Service of the Capital City of Podgorica sent its members on its own initiative, without prior consultation of the Directorate for Emergency Situations and decisions of the Government of Montenegro, bypassing the established international practice as well as the national procedure, especially in the part that refers to the failure to fulfill the basic prerequisite related to training on the subject search and rescue from the ruins of all the members of this service who went to Turkey, even though Miodrag Bešović, Acting Director General of the Directorate for Emergency Situations of the MUP, pointed out to them the provisions of the law and warned them of violating the law," the criminal complaint reads.
It is added that during the return from Turkey, the equipment disappeared, about which there is an official note. Only three members of the Protection and Rescue Service from a team of 18 firefighters - rescuers and administrative workers underwent training on the topic of search and rescue from earthquakes, with which, as stated, Janković acted contrary to Article 7 and 8 of the Law on the Use of Units of the Army of Montenegro and international forces and the participation of members of the operational unit for protection and rescue, the police and employees of state administration bodies in peacekeeping missions and other activities abroad.
In the report, sent to the chief special prosecutor, Vladmir Novović, a number of suspicions about misuse of material and financial resources of the service were mentioned.
The actions of the office that Janković managed on the day of the parliamentary elections on August 30, 2020 were also covered.

Janković: Everything was done in accordance with the law and the mayor's order
Janković told the RTCG portal that the allegations regarding the departure of members of the Service to Turkey, after the devastating earthquake, are incorrect.
"Everything was done in accordance with the law and the order of the mayor, as well as the necessary approvals. I am proud to point out that I went first to provide assistance to the citizens of Turkey in accordance with the request of the Embassy and the events in that country. What kind of background is involved is more than clearly because Mayor Olivera Injac committed a series of illegalities during my dismissal and appointment not only in the Protection Service, but also in the system of the Capital City, as evidenced by the minutes of the Administrative Inspection," Janković said.
When it comes to events related to August 30, 2020, when parliamentary elections were held in Montenegro, Janković replied:
"According to the event in question, a criminal complaint was filed several times and an investigation was conducted by the Special State Prosecutor's Office, which, in accordance with the law, issued a Decision on the rejection of the criminal complaint on this basis."
