This means that the Communal Police and Inspection could practically prohibit the work of everyone, because they do not have permission to use the municipal land, since the contracts have not been concluded.
The plan for temporary locations for the next five years has not been adopted even for the marine property zone, because the Public Company Morsko doro is waiting for the approval of the Ministry of Spatial Planning, Urbanism and State Property, so the locations are on the most attractive part by the sea, which are under the jurisdiction of the Municipality or the Public Company. usurped from the user.
The Municipality of Budva did not respond to "Vijesta" as to whether the preparation of the Plan for the installation of temporary facilities for the period 2024-2028 is underway, if so, at what stage is it and when will it be held at the public hearing. There is a fear that, even if all procedures are implemented, it would be difficult to conclude all contracts by the season.
Democratic Montenegro warned that there would be chaos on the eve of the New Year, accusing the local government of delaying the adoption of the Plan only giving room for corruption. Member of the DCG Dragana Kazanegra Stanišić she told "Vijesti" that the program of temporary locations is an extremely important document that is adopted by the Municipal Council of Budva, and is adopted at the five-year level.
"Considering that it is an extensive document for the preparation of which it is necessary to go through a series of demanding procedures that require a serious period of time, it is certain that it is necessary to approach its preparation in a timely, dedicated and professional manner. There was more than enough time to do it, but the will and concern of the ruling majority was lacking. This unscrupulous and irresponsible attitude towards the exercise of power resulted in serious damage to citizens who perform various economic activities. Today, some of them cannot conscientiously and legally perform their work and are forced to suspend their business because the absence of that document makes them a violation, thanks to those who should improve the conditions of their business and even administratively facilitate their work, so that of citizens dared to enter the world of private entrepreneurship and tie their existence to private business, not to the public administration sector, which is certainly overburdened. I cannot escape the impression that the city has been brought to a state of general chaos precisely because such a situation inevitably leads to corruption and the dependent position of businessmen on the will of the administrative authorities that control them. It is best fished in cloudy conditions", said Kažanegra Stanišić.

To make matters worse, the city is governed by several riotous groups of irresponsible people, remnants of the DF, whose first priority is to subvert each other and count among themselves whether they have a quorum or whether they have enough hands to remove the President of the Assembly Nikola Jovanović", Budva DPS told "Vijesti".

As they point out, "the organized criminal group that manages Morski Dobro, whose files are being reviewed these days in SDT because of the millions spent on substandard and outdated ferries, which no one can service anymore", has not even started the legal procedures for the preparation of the lease tender Montenegrin coast.

At that time, he warned that the urban planning and technical conditions issued years ago are not respected, and that the excesses of the catering terraces are obvious, that the old town streets are usurped with furniture, and the approaches to the city of Staorm are blocked.
On the public areas within the hospitality terraces, there is equipment and furniture that is not allowed by the issued urban planning and technical conditions, as well as large excesses in the areas of the terraces in relation to the areas allowed to users by the Program. During the last season, the municipal police were practically blind to what was happening in front of the Old Town, in the contact zone, but also along the promenade.
