The municipality of Budva threatened the business of companies that provide technical inspection services, because it did not adopt a plan for setting up temporary facilities, which is why three out of five companies closed their technical inspection stations.

Although it was obliged to adopt a new five-year Plan for the installation of temporary facilities by December 31, when the old one expired, the Municipality did not do so, which caused chaos in the city.

"If a solution is not reached quickly, the representatives of the Association of Technical Inspections, employees of those companies and dissatisfied citizens will radicalize the measures and organize protests and roadblocks in Budva", the president of the Management Board of the Association of Technical Inspections of Montenegro and the executive director told "Vijesta" Lovcen cars" Ratko Babić.

According to him, the companies "Lovćen auto" Podgorica, "MP Teh" Budva and "Sulzer" Kotor perform the activity of providing services of technical inspection and registration of motor vehicles in the territory of the municipality of Budva.

The authorization for the operation of stations for technical inspection of vehicles is issued by the Police Directorate, and the authorization for operation is bound by the deadline for the approval of the use of temporary facilities issued by the Municipality.

"As the Program of temporary facilities for the territory of the municipality of Budva expired on December 31, 2023, those approvals issued by the Police Administration also expired on the same day. By not adopting the Program of temporary facilities for the period 2024-2028. "we are unable to obtain a work permit from the Police Administration," Babić emphasized.

As he points out, this causes a big problem both for the citizens of the municipality of Budva and for the companies that perform the activity of technical inspection and registration of motor vehicles, and since due to the above situation, three out of five technical inspections cannot perform their activity, bearing in mind that in there are about 17.000 vehicles in the municipality of Budva, technical inspections on the territory of the municipality currently cannot satisfy even 30 percent of the capacity of the existing vehicles.

He claims that the current situation causes great dissatisfaction among citizens, and thus the safety of traffic is threatened, since citizens are forced to travel to other municipalities in search of alternative ways of performing technical inspections.

"We would like to point out that the situation has threatened the operations of the aforementioned companies that carry out the activity of technical inspection and registration of motor vehicles, and the existence of about twenty employees and their families who are directly employed in these technical centers and who are not working now is threatened. Furthermore, by not performing technical inspections in the Municipality of Budva, the Municipality remains deprived of significant funds, which are reflected in the payment of mandatory administrative fees that the Municipality earns during the registration of motor vehicles. Bearing in mind all of the above, and above all the fact that the volume of work related to the technical inspection and registration of motor vehicles is increasing, this problem will quickly culminate if a solution is not found, i.e. a corresponding document is not issued by the Municipality of Budva, which can be in in the form of some transitional solution that would be acceptable to all parties, and which would be valid until the adoption of a new plan for temporary facilities", concluded Babić.

The plan for temporary locations for the next five years has not been adopted even for the marine property zone, because the Public Company Morsko doro is waiting for the approval of the Ministry of Spatial Planning, Urbanism and State Property, so the locations are on the most attractive part by the sea, which are under the jurisdiction of the Municipality or the Public Company. usurped from the user.

It remains unknown whether the Plan for the installation of temporary facilities for the period 2024-2028 is being developed, if so, at what stage it is and when it will be held at the public hearing. There is a fear that, even if all procedures are implemented, it would be difficult to conclude all contracts by the season.
