The management of the Health Center Podgorica announced that they had reviewed and controlled the operations for the previous year and observed a number of irregularities that are not in favor of rational financial operations.

The Health Center claims that by reviewing the documentation as part of the internal control, the management determined that from May 10, 2022 to May 05, 2023, the previous director, Danilo Jokić, paid himself compensation in the amount of 150 euros per month for work meetings, control and visiting points, proposing, planning and solving regular and emergency situations in business and work organization, for participating in the work of the Board of Directors, for implementing the work plan and program for the purpose of developing the institution and other tasks, outside of eight working hours.

"The decision was overturned on May 5, 2023. He also worked 2023 overtime hours in 397. From May 10, 2022 to May 5, 2023, the head nurse received a monthly allowance of 150 euros in her name additional scope of work: implementation of organizational tasks, control and preparation of periodic reports, meetings with responsible nurses, care for the correctness of medical devices, care for the supply of inventory and laboratory material, outside of 8 hours of work. The decision was repealed on May 5, 2023. According to the written records, in 2023, she worked 460 overtime hours," reads the announcement of DZ Podgorica.

They add that the decision on overtime work for March and December 2023 in the amount of 40 hours was made by the secretary of the institution due to the increased volume of work and the organization of the service due to the convening of sessions, as well as the preparation of supporting documentation for the Board of Directors, making decisions based on the minutes, activities on organization of work in the service for legal and personnel affairs and the preparation of numerous acts, and that it achieved 408 overtime hours in 2023.

"A significant number of tender commissions included public procurement officers who were paid for work in the commission, based on a contract on additional work in the amount of 100 euros, although the job description states that they participate in the preparation of tender documentation, control the correctness of the documentation and carry out the public procurement procedure in accordance with the Law. The allocation of overtime hours and the contract for supplementary work with one person on trial work, etc."
