The health institution of the Pharmacy of Montenegro Montefarm announced that the State Audit Institution (DRI) gave a positive opinion on the Annual Financial Report for 2022.
Montefarm's press release also states that 36 recommendations were given in order to improve business, and that the analysis of the recommendations has already been started.
"It is important to clarify the recommendations that were given, which, among other things, concern the destruction of vaccines and tests, quoted in the media. Montefarm did not perform the write-off on its own due to the expired deadline. After the deadlines for the mentioned items expired, Montefarm informed the Ministry of Health and the Fund for the health insurance of Montenegro, and on that occasion we requested the appointment of their representatives who, together with our pharmacists, would carry out the census. FZOCG did not respond to the call, while the Ministry of Health appointed two representatives. Vaccines and tests were listed by the Commission, formed on the basis of decision of the Director of the Institution, and after the factual situation of the stock of the mentioned items was established, a Record was drawn up and handed over to the Ministry of Health and the director for inspection. After that, it was handed over to the company Hemosan-Bar, which continued to act in accordance with the regulations and, after destruction, informed Montefarm about it ", the announcement reads.
They add that during the audit, the existing documentation was submitted to the SAI, which stated that donated vaccines against the coronavirus with a total value of 3.092.881,00 euros were destroyed, while the acquired vaccines and tests for the detection of the coronavirus, paid for from budget reserves at the conclusion of the Government, were destroyed. in the value of 1.519.378,51 euros.
"Montefarm did not independently decide on donations, nor did it evaluate the procurement of the mentioned items, and therefore did not independently make the decision on destruction, but in accordance with the decisions and under the supervision of the Ministry of Health. In this part, the SAI suggested that at the end of the entire procedure, the formation of a multi-member Commission , notifications from the Ministry of Health, which itself participated in the census, after submitting a report to the Board of Directors on the destruction of expired vaccines and tests, the handing over of medical waste to the Hemosan company should have been carried out based on the decision of the Director of the Institution as the body responsible for the legality of work, regardless of all previously implemented actions".
They state that when it comes to the recommendation in the part of Public Procurement procedures, that it concerns the planning and implementation of public procurement procedures in accordance with the needs and allocated funds, and in connection with simple procurements under 5.000 euros.
"Montefarm informed the SAI of the real situation and the situation in practice, where it is not possible to plan certain purchases in advance due to the need for medicines that are procured exclusively on the basis of submitted approvals from the Commissions of the Ministry of Health and the Health Insurance Fund of Montenegro, which arrive once or twice per week. These are mainly patients suffering from specific, rare and serious diseases, as well as emergency situations related to traffic accidents, serious injuries such as multiple fractures, serious internal injuries, complications, etc., where Montefarm is referred by the health institution for emergency procurement, and any delay in procurement in the form of waiting for legal deadlines would endanger their health and life".
Montefarm states that in such situations, simple procurement is approached without thinking.
They also add that the correct information that the SAI gave a recommendation regarding the Rulebook on property records was not conveyed.
They explained that the contract for the "Kruševac" pharmacy was not in question, but that it was the plot of land LN-185, Kruševac, where the warehouse and administration building of Montefarm are located, and that the government had ceded the land to them for use and that since 2009 it had not extended the right to the same.
"Regarding the work contracts concluded with persons whose job description is part of Montefarm's core business, and the recommendations regarding systematization, i.e. the Rulebook on the internal organization and systematization of workplaces and the engagement of persons through agencies during 2022, it was clarified that the same employed due to a large number of absences due to sick leave. Thus, in 2022, sick leaves of up to 60 days were opened 672 times, then 33 female colleagues were on maternity leave, while 16 of them were absent due to pregnancy. All of the above was presented to the auditors of DRI".
Montefarm points out that the SAI gave a positive opinion on the Annual Financial Report.
"The recommendations in the part of Montefarma's way of doing business will certainly be implemented by the given deadline, the financial report was evaluated positively, and the results of the business are visible and clear - the business year ended without debt to suppliers and in the plus," the announcement reads.
