The Municipality of Tivat will donate a special fire engine, the so-called hydraulic basket for firefighting and rescue at heights, to the Municipality of Kotor, i.e. to the Protection and Rescue Service there.
It is a used vehicle, a hydraulic platform that reaches a height of 27 meters above the ground, manufactured by the Finnish manufacturer "Bronto Skylift", installed on a truck "Mercedes Atego 1828" from 2001.
That vehicle was originally produced for the fire brigade of the city of Ljubljana, where it served until 2019, when it was purchased by the municipality through the company "Ben-Kov" from Tivat for the needs of its protection and rescue service.
The vehicle, which at that time was not owned by any Protection and Rescue Service on the Montenegrin coast, was paid 99.809 euros, and the price included the training of Tivat firefighters by their colleagues from Slovenia.
In addition to the hydraulic platform itself, this vehicle also has a fire extinguishing monitor on the rescue basket, an electric power generator, a smoke fan, high-pressure hoses and a compressed air tank, and it was also equipped with two sets of isolation breathing apparatus, a chainsaw for wood, hydraulic winch and two light reflectors.
At that time, according to the explanation of SZS Tivat, the vehicle was acquired due to the growing risks and the need for interventions at heights, because in that municipality the number of large multi-storey buildings built by domestic and foreign investors has increased significantly, and the firefighters with the existing equipment could not guarantee effective extinguishing of fires that would break out in buildings higher than five stories.
However, due to the fact that SZS Tivat neither then nor today has an adequate fire station with a garage for housing and storing expensive firefighting vehicles and equipment, until two years ago the vehicle was standing in the open and was exposed to the negative influence of atmospheric conditions on its expensive and sensitive electronics and hydraulics.
In addition, the hydraulic basket should have been overhauled in accordance with the ten-year service and maintenance plan of its manufacturer, but the current Tivat local government, which in the meantime changed the management of the municipal SZS inherited from the previous DPS city administration, did not want to do that.
Therefore, the expensively paid "Bronto" was sent to the garage of SZS Kotor almost two years ago, supposedly to be better kept there until finally an adequate fire station for the needs of SZS Tivat is built. In the meantime, the administration of Mayor Željko Komnenović decided to present this special fire truck to the people of Kotor.
"The vehicle in question should have been garaged in order to protect it from all atmospheric influences, for which the conditions were not provided either then or now, which is why the automatics broke down, which further causes danger for working with the basket, especially considering the height of which it should reach. Repair and maintenance of the vehicle requires significant financial resources, and considering the impossibility of adequately garageing it and the expressed interest of the SZS of the Municipality of Kotor in taking over the vehicle in its current condition, it was judged that it is expedient to donate this vehicle. This is especially the case with the expressed readiness of the recipient of the donation (Kotor Municipality - prim.aut.) and its Protection Service to put the vehicle to use at the invitation of the Protection Service of the Municipality of Tivat", it is written in the explanation of the decision on the donation of the hydraulic basket to Kotor, which is for the upcoming session of the local parliament in Tivat, which will be held next Sunday, prepared by the Directorate for Property and Legal Affairs of the Municipality of Tivat.
The proposal of this decision, however, is not accompanied by an assessment of the value of the vehicle that the Municipality of Tivat intends to give to the people of Kotor, nor an explanation of how that vehicle will be effectively used in case of need (fire in one of the multi-story buildings in Tivat) if it is based 15 kilometers away, in Kotor.
According to the unofficial information of "Vijesti", the people of Kotor have already serviced this vehicle at the authorized service center for the "Bronto Skylift" platform in Zagreb, which was paid 23.000 euros and after which a certificate was obtained about the technical correctness of the platform for use in the next ten years.
The administration of Mayor Komnenović for the upcoming session of the Council of Ministers will ask the councilors to give the green light to, in addition to the decision to give a hydraulic basket to the residents of Kotor, consent to give the Municipality of Žabljak one of the patrol vehicles of the Communal Police type "dacia sandero" from 2016.
