The Basic State Prosecutor's Office is aware of the incident at the "Savo Pejanović" Elementary School in Podgorica, and the police are determining what happened on February 26, when a ninth-grade student provoked, rudely insulted, and physically attacked the teacher during class.
"Officials of the Security Department in Podgorica are undertaking activities within their jurisdiction, and that the collection of the necessary notifications in relation to this event, in order to determine all the facts and circumstances, is ongoing. The competent prosecutor in the Basic State Prosecutor's Office in Podgorica was informed of the event. The public will be informed about the outcome of the proceedings in a timely manner", the police administration replied to "Vijesta".
According to the knowledge of "Vijesti", the student also initiated a minor incident with the same teacher last Friday, which culminated two days ago.
He entered the class, ten minutes before the end, provoked the teacher, insulted him, and then physically attacked him when he wanted to take him out of the classroom.
It was confirmed yesterday by the Ministry of Education, Science and Innovation that the minor was ordered to transfer to another school in the first semester, but it was not carried out, among other things, because his parents did not give their consent.
"Vijesti" has unofficially learned that yesterday the parents asked that the minor not attend classes until the transfer procedure to another institution is completed.
Changed school several times, another transfer is coming
The educational measure of transfer to another institution, the department stated Angel Jakišić Stojanović, was not realized due to the fact that the inquiries were sent to the addresses of several schools, but that one said that there was no place to admit that student, and that two did not submit a response.
According to the Ministry of Education, Science and Innovation, a positive response was received from one school only on the day of the incident, and the decision on the implementation of the measure will be made by the Commission of that department.
The Ministry said that they learned about the incident from the media, which is not the practice in such cases. Usually, they said, institutions inform the relevant ministry about such and similar events "which is fully ready to cooperate, provide support and act in accordance with the laws and in the best interest of both students and employees".
"We note that the student attended classes at the elementary school 'Savo Pejanović' from the 1st to the 7th grade. At the end of the 7th grade, by agreement with the previous director and his parents, he transferred to the Junior Primary School "Maksim Gorki", then to the Junior Primary School "Vojin Popović" in Drezga. From that school, at the beginning of the 9th grade, he transferred again to the Junior High School "Savo Pejanović", says the Ministry's announcement.
They said that a meeting has been scheduled with representatives of the Ministry of Labor and Social Welfare and the Center for Social Work in order to have an interview with the student as soon as possible, and the protector of human rights and freedoms will also be invited to the meeting.
"The Ministry of Education, Science and Innovation condemns such forms of behavior and will insist on adequate legal solutions that will solve these issues and improve the way and procedure of imposing educational measures", they concluded.
Božović: Every fourth teacher is a victim of students, parents or school management
Violence against teachers must be solved systematically, and not cover up cases where miscreants usually go unpunished, the president of the union said yesterday Radomir Božović.
He reminded her that in April of last year the Trade Union published a study on "Violence against teachers".
Božović said that more than a quarter of educators wrote that in the previous few years they had experienced some form of verbal or physical violence from students, parents or school administrators.
“The data is devastating. The epilogue of almost all such violence is that the case is covered up. Only rare cases reach the public, but even those remain without a proper reaction. We sent the PDF version of the research to the directors of all educational institutions in Montenegro," said Božović.
He said that SPCG has created a form of protocol on how schools should act when "a nervous parent comes to school to clarify with the teachers".
"Few directors responded to our research. We also sent the research to the Ministry of Education, the Institute for Education, and their representatives were there to promote our research," said Božović.
He said that they have sent several letters to the Ministry of Justice with the aim of meeting and seeing if there is a possibility for teachers to legally obtain official status.
"Also, we wanted to propose that an article be included in the Criminal Code that would provide for fines for parents of children who commit violence against teachers, or that in the Act on the treatment of minors in criminal proceedings, the punishments for those who commit violence against teachers should be increased", added Bozovic.
He said that they expected the Ministry of Education, together with the Institute of Education, to support them and that educational measures in schools would be stricter and more effective.
He said that they are all additionally worried about the latest case of violence against teachers at the "Savo Pejanović" school.
"We wonder how long individuals (parents, students or school administrators) will be able to commit violence against us, without anyone being held accountable," said Božović.
He called on the authorities to react.
"We must systematically solve violence against teachers, and not cover up cases where miscreants, most often, go unpunished," Božović believes.
He pointed out that as long as such things happen in classrooms, the best young generations will avoid the teacher's call.
"And those who are already there, they will use the first opportunity to change jobs", added Božović.
