The Municipality of Mojkovac proposed a draft Decision on the conditions and methods of keeping, dealing with abandoned and lost pets, and their care and breeding control.

The goal of making the decision is, as explained, "creating conditions for better performance of the communal activity of taking care of abandoned and lost animals, establishing control of the dog population...".

The local administration estimates that the proposed decision would also have positive effects on the Municipality's budget, by reducing the expenses intended for compensation for damages to those who were attacked or bitten by dogs.

The ways in which a dog can be taken to public areas are described in detail, as well as the obligations of the local administration when it comes to abandoned animals. The conditions under which animals can be adopted from shelters or shelters are also foreseen.

That document, among other things, set fines from 150 to 3.000 euros for owners who do not have identification documents (passports) for their pets or do not ensure that preventive, diagnostic, hygienic, therapeutic and other measures are taken to preserve the animal's health.

Those who keep dogs in the fenced yard of a family residential building or in another fenced open space, which is not adapted to the size of the dog, will be sanctioned with the same penalties. A fine of EUR 100 to EUR 1.000 is provided for a misdemeanor such as taking out a dangerous dog that is not on a 1,5-meter leash and without a protective basket. Penalties are also provided for owners who do not remove pet excrement from public areas.

It is also planned that permanent sterilization will be carried out on the territory of the municipality of Mojkovac as a mandatory way of controlling the reproduction of lost and abandoned dogs.

The municipality of Mojkovac does not have a shelter for abandoned animals, and as previously announced, the realization of that project is planned together with the neighboring municipality of Kolašin.
