Kolašin: A lot is being built according to a 15-year-old plan

Kolašin is still being built according to the city plan that was adopted in 2008, and there is no indication of the new Detailed Urban Plan (DUP) "Center", announced the Green Kolašin Initiative.

As they claim, during the past 12 months, nothing has happened to prevent the destruction of space in the city center. According to the information they received from the relevant Ministry, as claimed by the Green Kolašin Initiative, the contract with the manager of the plan development has not been signed yet.

"Essentially, it is being built based on plans that are more than 15 years old and tailored so that as many private buildings as possible are lined up in Kolašin, regardless of the consequences for the quality of public spaces, public services and the environment. We remind you that in February of last year, the local self-government spoke about how the current plans contribute to the destruction of space in Kolašin because they envisage too extensive construction and that they will therefore seek help from the relevant ministry. Today we can state that nothing has happened in the past year that would contribute to solving this problem", the Initiative announced.

They remind that the petition signed by 152 people from Kolašinka and Kolašinac, at the beginning of last year, requested the invalidation of the existing plan and turned to the local self-government with a proposal and the way in which it could be done. That, they say, did not happen, and they were never answered by the local administration.

"In April of last year, a Decision was made on drafting amendments to the DUP Center. In the Decision, it was written that the deadline for making amendments and additions to the plan is 11 months from the date of signing the contract with the manager of the planning document. The old plan remained in force until these amendments were made. "It's been 11 months since April last year, and there is no sign of a new plan for the center of Kolašin", claims the Green Kolašin Initiative.

According to them, in the meantime, "in the center of Kolašin, construction is being carried out according to a plan that is more than 15 years old, with dimensions against which the traditional town houses of Kolašin look like dwarfs". New buildings, they claim, are huge, occupy entire plots, spread onto sidewalks, abut nearby houses, hide phantom and illegal floors under steep roofs, block light, often have no sewer connection...

"And we can only sit on the sidelines and watch them pile up. The Ministry does not know when the contract for the development of the new plan will be concluded. In the meantime, the municipality has stopped recognizing that this is a problem at all, one would say. Well done everyone. We are sure that foreign tourists and domestic investors will be delighted with the results of this development in the years to come, because only their interests and opinions about the future of our city are important", they conclude from that initiative.
