The Ministry of Health claims that the Commission for Controlling the Work of Health Institutions of that department found more than 30 irregularities in the operations of "Montefarm" and that the director of that institution Goran Marinović broke multiple laws.
This was announced yesterday afternoon, after the Socialist People's Party (SNP) announced that the minister Vojislav Šimun dismissed Marinović and that it was an attack on the entire party, asking him to reconsider that decision. According to the unofficial information of "Vijesti", Marinović was not dismissed until the conclusion of the printed edition of "Vijesti", but a report on control was sent to him for his statement. That statement did not reach the address of the Ministry of Health by the end of working hours yesterday, and the deadline for submission expires on Friday.
And while the SNP previously announced that Šimun attacked proven oppositionists, promoting the pharmaceutical lobby, the Ministry said that Marinović broke the law and abused his official position.
Despite the noted irregularities, Marinović, according to the knowledge of "Vijesti", was recently awarded 20.000 euros for good business performance based on the minutes of the Management Board, which were not adopted, and which were invalidated by the new Management Board.
MZ: Marinović violated several laws
Yesterday, the Ministry of Health announced that the Commission's findings show that Marinović repeatedly violated the Law on Health Care, the Labor Law, the Rulebook on the conditions for the performance of supplementary work by health workers and associates, as well as the Statute and Rulebook on the systematization of workplaces and public institutions.
"Also, it was established that "Montefarm" did not conduct financial transactions and business activities in all material aspects in accordance with the Law on Management and Internal Controls in the Public Sector, the Law on State Property, the Law on Public Procurement, the Law on Obligations, as well as other regulations", they announced.
They claim that Marinović, in addition to the financial plan of the institution and the Rulebook on systematization, spent about one and a half million euros for the services of the Agency for the transfer of employees, which was also noted by the State Audit Institution (DRI).
"Also, in addition to the mandatory internal procedures, Marinović awarded certain financial compensation to the same employees every month, without any explanation or foundation. According to preliminary estimates, about 200.000 euros were spent for this purpose, and in 2023 alone, Marinović signed 160 decisions on incentives on various grounds," the announcement reads.
The Ministry of Health also said that during 2022 and last year, Marinović took over the debt of the wholesale drug store "Medicalana" in the total value of 210.000 euros based on the cession contract, and that "Montefarm" had no debts towards that private person, which was established in the report. and DRI.
SNP does not dismiss its director
The Presidency of the SNP yesterday accused Šimun of promoting the pharmaceutical lobby, and he replied that such insinuations are the result of mere unfounded constructions by the offended party.
The SNP demands from Šimun to reconsider the decision to dismiss Marinović, who they responsibly claim stopped a large number of illegal activities and significantly increased the profits of "Montefarm", as there is irrefutable evidence.
They pointed out that they did not even agree with the dismissal of the former director of the Clinical Center Ljiljane Radulović and the medical director of that institution Zoran Terzić.
"We have a justified fear that certain officials from the PES are trying to 'backdoor' the DPS cadres that we successfully disempowered after many years. These requests of ours not to replace the mentioned people were not respected, therefore we once again appeal to the minister to reconsider his decisions, otherwise, we will be forced to open the issue of his position as Minister of Health in the reconstruction of the Government that follows, with other colleagues and partners in To the Government", said the SNP.
The Ministry of Health said that the reasons for the potential change in the health care system are based solely on professional, ethical, but also standards of good and legal business.
"Therefore, it is worrisome that only political parties participate in the defense of dismissed managers of health institutions, which again speaks to the manner in which they were appointed. Political affiliation must not be a determining factor in the selection of managers of health institutions... The work of Minister Šimun, from the very beginning of his mandate, is completely transparent and principled, and therefore available for review by Prime Minister Spajić and all citizens of Montenegro, and in this context it should not be the exclusivity of only one political entity, regardless of its size or parliamentary status, which are always of a changing nature," the department concluded.
