The local administration unsuccessfully asked the authorities to restore order in that area on several occasions, after which it decided to ask the Maritime Authority to hand over the management of the water area to the Municipality, which would be precisely designated as an anchorage in the nautical charts and reserved primarily for that purpose. The local administration intended to then purchase an adequate vessel with which some of the city's services would patrol this area and charge for the anchoring and stay of yachts at the anchorage, and it was also planned to purchase an adequate vessel that would be able to take the contents of their so-called black (faecal) tanks, i.e. solid waste.

Due to the extremely unregulated situation and long-term carelessness of the authorities, numerous yachts are anchored for days in the Tivat Bay for free, not wanting to pay for mooring services in some of the numerous marinas, and often the contents of their fecal tanks are emptied directly into the sea from these ships at night. The solid waste from those ships, if it is not also thrown directly into the sea, is usually brought to the shore in bags and then filled with it in the waste containers of the Municipal Corporation closest to the shore. In addition, Mayor Komnenović's administration has been wanting to get in the way for a long time, but has not been able to negotiate with the authorities in the country.

The authorities did not do anything regarding another important request, that the local administration be allowed to use new locations on the coast of Tivat where the Municipality would arrange the so-called communal moorings for small vessels for sports and recreation of the resident population.

The city port of Kalimanj with a capacity of 377 berths has long been too small to meet the needs of the citizens of Tivat for communal berths, so there are currently over 140 requests from locals for berths in Kalimanj on the waiting list, which cannot be met at the moment. Kalimanj has ten jetties and in its current form was built in the mid-eighties of the last century with self-contribution funds set aside for it by the people of Tiv. In spite of this, the Government declared Kalimanj a port of local importance and entrusted it to the management of the Maritime Reserve.
