The Government and the Public Company Morsko dobro tied the hands of the local administration of Tivat in its efforts to introduce more order in the area of anchoring vessels in the Tivat Bay, i.e. to provide new communal moorings for the needs of the citizens of Tivat.
From the mayor's administration Željko Komnenović as early as 2022, they initiated discussions with Morski dobro regarding the determination of the water area for the anchorage in the Tivat Bay, where controlled and chargeable anchoring of various types of vessels - primarily yachts - would be possible.
During the summer, at the peak of the nautical season in the Tivat Bay, there has been real chaos for years due to numerous yachts and other vessels anchoring in all possible places, even in the middle of the waterway on the approaches to the city port of Kalimanj, i.e. Pine waterfront. The local administration unsuccessfully asked the authorities to restore order in that area on several occasions, after which it decided to ask the Maritime Authority to hand over the management of the water area to the Municipality, which would be precisely designated as an anchorage in the nautical charts and reserved primarily for that purpose. The local administration intended to then purchase an adequate vessel with which some of the city's services would patrol this area and charge for the anchoring and stay of yachts at the anchorage, and it was also planned to purchase an adequate vessel that would be able to take the contents of their so-called black (faecal) tanks, i.e. solid waste.
Due to the extremely unregulated situation and long-term carelessness of the authorities, numerous yachts are anchored for days in the Tivat Bay for free, not wanting to pay for mooring services in some of the numerous marinas, and often the contents of their fecal tanks are emptied directly into the sea from these ships at night. The solid waste from those ships, if it is not also thrown directly into the sea, is usually brought to the shore in bags and then filled with it in the waste containers of the Municipal Corporation closest to the shore. In addition, Mayor Komnenović's administration has been wanting to get in the way for a long time, but has not been able to negotiate with the authorities in the country.
Thus, the entire past year, judging by the Mayor's Report on the work of local self-governments in 3023 and the Report on the State of Spatial Planning in the Municipality of Tivat for 2023, was lost in a game of "deaf telephones" with Morski Dobro and the state, which persistently ignore the requests of the city authorities. .
"The year 2022 was spent in communication with the representatives of JP Morsko dobro, which resulted in the determination of a location suitable for anchoring vessels in the Tivat Bay, near the island of Sveti Marko, with a total area of 260.100 square meters. However, the Government did not respond to our requests for the transfer of that location to the Municipality. In 2023, an emergency was sent to which there was no response until the end of the year," says the report of the Secretariat for the Economy, that is, the Secretariat for Transport and Housing and Communal Activities for 2023.
By the way, the local administration planned to make a study of hydrographic and oceanographic parameters for the position where the anchorage should be in the zone between the islands of Sveti Marko and Bonić, as well as to complete the entire environmental impact assessment procedure for the installation of mooring buoys in that part of the aquatoria, in order to reduce the negative impact on the seabed and the organisms that live on it from the constant lowering of siudars and anchor chains from ships, which is the case now. All this, however, due to the persistent silence of the state and the Marine Department on the demands of the people of Tiv to be left to them to manage their own water area in a more organized, ecological and safe manner, is on the "long stick" for now.
The authorities did not do anything regarding another important request, that the local administration be allowed to use new locations on the coast of Tivat where the Municipality would arrange the so-called communal moorings for small vessels for sports and recreation of the resident population.
The city port of Kalimanj with a capacity of 377 berths has long been too small to meet the needs of the citizens of Tivat for communal berths, so there are currently over 140 requests from locals for berths in Kalimanj on the waiting list, which cannot be met at the moment. Kalimanj has ten jetties and in its current form was built in the mid-eighties of the last century with self-contribution funds set aside for it by the people of Tiv. In spite of this, the Government declared Kalimanj a port of local importance and entrusted it to the management of the Maritime Reserve. That state-owned company, which has never invested a cent in Kalimnaj, now earns over 20.000 euros a year on it, which is what the Tivat Municipal Corporation pays to Morski dobru for the annual lease of the city marina, which was built by the people of Tivat themselves.
The management of the municipality asked the management of Morski Dobr and the Government to free up the location on Seljanovo where the small private marina of the company "Win" from Kotor is currently located for the purpose of building new communal moorings for the people of Tiv, i.e. to make appropriate changes in the new program for setting up temporary moorings. facilities in the zone of maritime property for the next four-year period.
The current program was valid until the end of September last year, but Morsko dobro and the Government have not yet adopted a new one, so it is uncertain if and when this request of the local authorities of Tivat will be met. At that place, there is enough space for the Municipality to provide the missing number of communal moorings by installing floating mooring pontoons, as well as to provide a part of commercial moorings for smaller sail-powered yachts that would be entrusted to the management of the local "Delfin" Sailing Club.
The Municipality said that they are not optimistic that they will meet the request because, as they say, this state-owned company has shown in a series of examples so far that it has no sensitivity for the public interest when it comes to managing the sea and the coast, but primarily thinks about its own and the commercial interests of businessmen. which enables them to lease space in that zone.
However, as they unofficially informed "Vijesta" from the top of the local government, the Municipality will in no way give up on the project of communal moorings on Seljanova and meeting the needs of the resident population so that under conditions acceptable to them, they can have a mooring from their own barge in their town because such a way of life in direct contact with the sea, something that is an indispensable part of local tradition and maritime heritage.
