The safety of every individual, especially children and youth, is at the beginning and at the end of every struggle for a better society and a better future, the Prime Minister said. Milojko Spajic on the occasion of the opening of the Shelter for Victims of Trafficking in Children and Youth.
He said that it is the state's obligation to dedicatedly fight against all forms of crime, "which unfortunately mark many childhoods".
Licensing of the Shelter is an important indicator that Montenegro does not turn a blind eye to any problem, and it is very important that this was one of the minister's priorities Naide Nišić and her team, according to the press release of the Office of the Prime Minister.
They also point out that after 16 years, Montenegro got such a Shelter.
"The fact that we are opening the Shelter as a measure of reaction to the effect also suggests that our efforts to eradicate the cause must be stronger. At the same time, aware that this is not only a local challenge, but an issue that also burdens larger, more developed societies than ours," said Spajić and added:
"It is understandable that in the global world, Montenegro cannot solve this issue alone, but it can be part of the solution. Our country must strengthen its institutions, create adequate legal regulations, adopt best practices and intensify international cooperation in order to combat human trafficking as one of the most difficult forms of organized crime. That is why today is only the first in a series of activities that we will undertake on this occasion."
The Ministry of Labor and Social Welfare, as stated in the announcement, did "a great job in this project", which "proved its desire to efficiently solve all open issues and to recognize problems and provide answers."
Minister Nišić said that maximum security and protection must be ensured through specialized services for all victims of human trafficking.
In this sense, it added, the opening of the shelter is an important step in creating an environment that will help the most vulnerable, "those whose childhoods are interrupted in the cruelest way".
"Trafficking in people, especially children, is a global problem that affects all countries, regardless of the social, political or economic conditions prevailing in them. It is a multi-layered, complex and dynamic social phenomenon characterized by stealth. This serious consequence of a social disease must be remedied and we must all work much harder together, to defend the victims and condemn the crime. For the victims, we should provide conditions for rehabilitation, while for the criminals, justice should have its say," said Nišić.
The construction of the Shelter was financed by the Government, with technical support from the United Nations Development Program (UNDP) in Montenegro. The facility has 200 square meters and can accommodate ten people. One room is adapted for people with disabilities.
