The people of Beran and Mojkovci, who have properties within the Biogradska gora National Park (NP), say that they are damaged due to the fact that they are not allowed, as they claim, any construction on the Bjelasic katuns Dolovi Lalevića, Šiško, Katun Raičevića...
They remind that the Special Purpose Spatial Plan (PPPN) for Bjelasica and Komovi "simultaneously provides for the revitalization of those katuns for tourist purposes". Property owners in Bjelasica hold the Environmental Protection Agency responsible for the problems they have. On Monday, they talked about this problem with the director of the National Parks of Montenegro (NPCG) Vladimir Martinović and the director of NP Biogradska gora Marija Dulović, as well as representatives of the Department of Economy and Agriculture. They claim that, although they announced it, representatives of the Agency and the Ministry of Spatial Planning, Urbanism and State Property did not come to the meeting.
"Property owners announced at the meeting that they cannot build huts, bungalows, cottages, buildings for cattle, facilities for storing dairy products, "houses", toilets... Any exploitation of the forest is impossible, not even for firewood for those who have objects. Bad road infrastructure, the impossibility of building new and widening existing roads, expanding the borders of the NP Biogradak gora, without notifying the public and private property owners, are just some of the problems raised by the representatives of property owners at the meeting," the announcement reads.
Everything that is forbidden to them, claim the property owners in NP, "is foreseen by the existing PPPN, but, as they say, "The opinion of the Environmental Protection Agency is stronger than the Plan". , that is, the breaking of shorter verses.
"We are talking about two shorter roads, from Katun Pešić to Kosa on Bjelasica, then the Šiško jezero-Svatovsko road, which was talked about by the vice-president of the Berane municipality, Mladen Premović. He announced the facts that the breaking through, that is, the expansion of those two road directions, in a length of about 1.000 m, does not damage the ambience of Bjelasica in any way and there is no devastation. And in that case, consent is a problem," says the statement from the residents of Beran and Mojkov.
They claim that "their use of the property is completely limited, so they are only "on paper" owners. They remind that the Constitution of Montenegro "guarantees the right to property, and that, as they say, "that right cannot be taken away or limited by anyone, except when the public interest requires it, but in that case, with fair compensation".
"We learned from the NP leadership and representatives of the relevant ministries that the key to the problem lies with the Environmental Protection Agency. The representatives of the property owners asked that the NP act as mediators between the locals, the Agency and other state authorities in solving the problem. This would enable the partial valorization of private property, with the aim of promoting the development of agriculture and tourism. It was pointed out that the Agency does not allow the owners to use any real estate (except mowing the grass) and that it changes the borders of the National Park, which are constantly expanding, without informing the public and without informing the owners of private property and to the detriment of their property," the announcement reads.
The conclusion, after the meeting in Mojkovac, as it was announced, is that a new meeting of private property owners with representatives of that company, several ministries and the Agency should be held in Berane, organized by NPCG, as soon as possible, and that "we are trying to find a way to overcome the current difficulties ".
