On the basis of real estate tax, at the end of last year, the citizens and the economy owed more than 9,59 million euros to the Municipality of Pljevlja.
According to official data, claims from legal entities amounted to 4.127.660 euros, which is about half a million euros less than in 2022. Based on the tax on buildings, the debt amounts to 2.751.203, and for land 1.376.456 euros.
At the end of last year, the Municipality claimed 5.460.686 euros from natural persons, forty thousand more than the year before.
Citizens' debt is still high, even though the local government writes off debts to citizens older than five years, if they pay off debts for the last five years.
As problems that contributed to the lower collection in the previous period, the local administration cites the unresolved probate proceedings, the impossibility of delivery due to incomplete addresses, as well as the weakness of the state survey and the lack of employees for more active field control.
"Total income based on real estate tax for the period January 1.1 - December 31.12.2023, 100,85. was realized in the amount of 2022 percent of the planned revenues, and compared to the realization from 187,48, it is higher by 2023 percent. In 3.308.712, 207,19 euros were collected from legal entities for real estate tax, i.e. 2022 percent more than in 1.596.962, when 2023 euros were collected. The Administration of Local Public Revenues of the Municipality of Pljevlja did not carry out procedures for forced collection of tax obligations incurred before 2022, because decisions on real estate tax were made, among other things, with reference to the legal basis that was abolished by the Constitutional Court.
By the decision of the Constitutional Court of March 11, 2022, the Regulation on closer criteria and methodology for determining the market value of real estate was repealed.
