An external test of knowledge for primary school students is planned for next week, and they will take the exam on April 17, 18 and 19. Graduates take Montenegrin-Serbian, Bosnian and Croatian on April 16, while the first foreign language and mathematics are scheduled for May 15 and May 24, respectively, and elective subjects for June 6.

Several interlocutors confirmed to "Vijesta" that school principals had meetings with representatives of the Examination Center, the Ministry of Education, Science and Innovation, the Institute of Education, where they were suggested to hold parent meetings before the start of the external knowledge assessment.

"During parent meetings, we should once again explain to parents that the phone is one of the prohibited devices and ask them to draw attention to their children not to bring them to school. In case they do bring them, one of their colleagues will be waiting for them at the school door with a detector. The one with whom the device is found, is obliged to put it in the box, and only then enter the school. He can get the device again after completing the exam," one of the sources told "Vijesta", after a meeting with representatives of the educational authorities.

Another source says the detectors will be delivered to schools before April 17.

"The ministry should assess how many detectors are needed for which schools. Schools with few students and a small number of semi-graduates or graduates will receive one detector each, while schools with more students will receive several devices for detecting mobile phones. This is just one of the ways in which they will try to put an end to the rewriting of final exams in primary and secondary schools this year," explained the "Vijesti" interlocutor.

The Special State Prosecutor's Office (SDT) is still investigating the case of copying at the external matriculation exam, as well as the leaking of mathematics tests.

"On June 20 last year, the Supreme State Prosecutor's Office submitted to the Special State Prosecutor's Office a submission from the Association 'Educational Community and Parents', in which doubts were expressed about the legal actions of officials of the Ministry of Education, the State Commission for the Matriculation Examination, test administrators, coordinators and directors secondary schools, in the process of evaluating the matriculation/professional exams, organized in 2022/2023, according to which a criminal case was formed. An investigation is underway, and notifications, evidence and data are being collected from the Ministry of Education, Science and Innovation and through the Special Police Department," the institution managed by Vladimir Novović told "News" recently.

In addition to this case, the SDT is also investigating how the mathematics tests for checking the knowledge of semi-graduates in April of last year were leaked. That case was first investigated by the Basic State Prosecutor's Office (ODT) in Rožaje, because educators from that municipality informed the Examination Center and the Ministry of Education that the tests had been published and were being spread on social networks.

However, that prosecution determined that the tests were leaked on the territory of the Beran municipality, so they forwarded the case to the Beran ODT. The Prosecutor's Office in Berane determined through analysis that there is a suspicion that a criminal offense was committed under the jurisdiction of the SDT, so they submitted the case files to them.

"An investigation is underway, and with the help of the Special Police Department and the Ministry of Education, Science and Innovation, data, notifications and evidence necessary for making a decision are being collected," SDT replied at the time.

The examination center and the Ministry of Education took a number of measures this year, so that last year's situation would not be repeated.

"Three rulebooks have been amended: the rulebook on taking the matriculation exam for high school students, the rulebook on taking the professional exam for students who continue their education, as well as the rulebook on the method and procedure of checking students' knowledge at the end of the educational cycle. The amendment to the rulebook for high school students specifies that there are two test administrators in the classroom, one of whom is from another school, as well as the mandatory presence of a supervisor who can access the exam area.

We have also defined the responsibility of the test administrator, who will sign a contract with the Examination Center, which will include a data confidentiality clause, as well as their obligation for the legality of conducting the examination in the examination room," the director of the Examination Center told "Vijesta" earlier. He announced that this year, all three evaluators of students' external exams at the end of the third cycle are scheduled to receive compensation, thanks to the support and funds provided by the Ministry of Education.
