Criminal charges will soon be filed against all actors in the procedures that led to the signing of the Contract and Annex to the contract for the project of capturing water from the Ljevaja River for the purposes of water supply and snowmaking for the mountain centers Kolašin 1600 and Kolašin 1450, announced some of the locals and property owners in the Kolašin village of Mušovića Rijeka. .
They made that decision, as they announced, after receiving the complete documentation related to the project through the Request for Free Access to Information, including the Annex to the contract, which, they claim, was signed a few days ago with the contractor.
Locals explain that they have reasonable suspicion that, as they say, "several laws were violated during the entire procedure related to that project, and with the recent suppression of the Annex, the Law on Public Procurement".
"The criminal complaint is our attempt to prevent endangering the public interest, the megalomaniac spending of money on, it is now clear, a false promise to the people of Kolasin that by the beginning of the next winter season, the ski slopes will be covered with artificial snow. In this way, we are trying to reason with the state to correct the mistakes, which will cost too much to Kolašin's tourist perspective and citizens", they said from the village of Mušovića Rijeka.
As they claim, "even on the first cursory reading of the documentation related to that project, it is clear that, at the recent session of the Municipal Assembly (SO), representatives of the state executive, that is, representatives of several departments, "deliberately or out of ignorance, deceived citizens and councilors ".
In the project documentation, the residents of the Kolasin village explain, "it is clearly written that artificial snowmaking is the subject of another project".
"Not a single activity has started for the 'second project', so it is clear that artificial snowmaking from Ljevaja cannot be provided until December of this year. The project documentation also shows that the water for Kolašin is from the Ljevaja river as well." some other project'. Thus, dear fellow citizens, until December of this year, and probably not even until December 2025 or 2026, there will be neither artificial snow nor additional water for Kolašin. Does this mean that almost 10 million euros will be spent only on something that is an illusion that the holders of high government positions are starting to work on the promise they made. In popular terms, 10 million euros will cost us a 'colorful lie', which consists of several kilometers of pipes, placed uphill, and a tap between two ski centers", reads the announcement of part of the locals and owners of the estate of the village of Mušovića Rijeka.
From that village, they repeat that "the accusations that the locals oppose the obligations of the state and local administration to provide water supply for the built tourist facilities in Bjelasica are malicious accusations by political and other interest groups".
They explain that "they are only against jeopardizing public interest, devastation of natural resources and wasting citizens' money in order to create the appearance of serious work on improving the tourist offer of Kolašin".
"As we have said many times, we are very aware of the obligation and the need that the built, as well as the buildings that will be built, should have all communal conditions, and above all water. Our position on the scope of construction and the direction in which it is 'valorized' "Bjelasica is not important now, because there is no flaw in the work done, that is, it is impossible to change what has already been done. Our activities are reduced to one thing - to fulfill our obligations to investors and provide skiing on Bjelasica with projects that are rational, sustainable and feasible," they say. from that village.
They remind that they proposed, and the majority of the members of the local parliament did not support it, that expert and detailed tests of the amount of water in Bjelasica be done again.
Only after such analyses, which, they explain, "would show whether water supply and snowmaking can be provided by capturing waters that are in the immediate vicinity of mountain centers, other ways can be considered.
They tell the state and local administration "to use all their capacities and knowledge to urgently start working on solutions that will, indeed, by the end of the year, enable at least part of the ski slopes to be covered with snow".
