The Government of Montenegro will transfer to the Municipality of Pljevlja the ownership of the former Military Home in that city, which was ceded to it for use a few years ago.
This was confirmed to "Vijesti" from the Municipality of Pljevlja, with the claim that negotiations are ongoing.
"Regarding the Dom Vojska, negotiations between the Municipality and the Government are ongoing and in the legal procedure it will be transferred to the Municipality of Pljevlja", they answered to "Vijesti" when asked if and when the Government will transfer ownership of the Dom Vojska to the Municipality of Pljevlja.
The President of the Municipality, Dario Vraneš, said that he had previously discussed with the minister Anđela Jakšić Stojanović and the director of the Secondary Vocational School, Bojan Strunjaš, about turning the Military Home into a high school dormitory.
Students who travel to school from rural areas would stay in the home.
"We cannot do anything regarding any works without the consent of the Ministry of Defense. The army home was given to us for use. However, I already had a meeting with the Chief of the General Staff, General (Zoran) Lazarevic, they are willing to cede the Army House to the Municipality of Pljevlja, but the procedures must be followed".
Member of the Democratic Party of Socialists Saša Ječmenica believes that it is necessary to think about whether the best solution is to turn the former Military Home into a student home.
He states that it should be considered to assign this once representative facility to athletes.
"You need to do a good analysis, and only then make a decision," said Ječemenica
A few years ago, the Army House was handed over to the local government for use in a very neglected state.
The restaurant had already stopped working much earlier, the area of the catering terrace had been demolished to a large extent, as well as the stage for the performance of musicians and other artists.
The municipal administration used the theater hall with the hall, as well as the area with the former military apartments.
Previously, cultural and artistic societies used the main hall for rehearsals, and at one time athletes were housed there.
After the appearance of the corona virus, medical workers who could not go home due to epidemiological measures were accommodated in the Dom Vojske.
Recently, the Army removed the building of the former bowling alley, the stage and the terrace of the former restaurant, which were also part of the Army Home.
These abandoned facilities, which have not been used by the Army for many years, became unsafe and posed potential problems for the residents of Pljevlje, but also damaged the aesthetic image of that part of the city.
The government recently transferred to the Municipality of Pljevlja for distribution almost seven hectares of land in the "Vladimir Knežević Volođa" Barracks, as well as several buildings previously used by the Army.
The Municipality clarified that the right of disposal was also transferred to the building of the former academic center in Pljevlja and the artificial lake. RTV Pljevlja and the Lower Music School are currently located in that building.
Since 2008, when it was renovated, the Advanced Department of the Faculty of Mechanical Engineering from Podgorica has been operating for several years.
The reconstruction and furnishing of the Academic Center building cost the Municipality more than one and a half million euros.
Vraneš said that after the Government has transferred the immovable property to the ownership of the Municipality, the local administration will be able to invest in this part of the city. He stated that the Municipality will enrich the area with additional contents
Vraneš said that he recently spoke with the leaders of the Army and that it was decided that the old buildings "will be demolished and initially brought to zero condition through the joint work of local services and the Army."
In particular, he pointed out, the urgent removal of the former military garages where the vehicles of the "Local Roads" company are currently located is urgent.
"This part is extremely urgent for us. These buildings have all collapsed, and what is particularly important for us in the municipality of Pljevlja is to build a road here so that the 15 or so houses located behind this building will have one normal access," said Vraneš.
