After the discussion in the local Bar assembly on the proposed decision on the sale of the plot, i.e. the children's park of the Topolica Sports Center for the construction of the substation, that item was removed from the agenda. "In this part, the detailed urban plan of Topolica III has been amended, so that the construction of this substation is in accordance with the new plan. Interest in buying this plot was expressed by investors who are building mixed-use buildings on that site and would regulate their status with CEDIS after the construction of the substation," said Šušter.

After that, Momčilo Leković from Demokrat asked if it was a plot of land located in the park in front of the "Soho" complex and said that it was a problem and that it was not nice to build facilities of this type in the park itself, regardless of whether they would be safe by all standards.

He added that he needs to find a solution, that is, a new location for that facility.

Šušter replied that it was true that this point was on the agenda last year as well, but that location then represented a park. They turned to the Real Estate Administration, which told them, according to Šušter, that it is now unproductive land.

"As for the investors, specifically, the procedure is being conducted at the initiative of the investor 'Đukica tours', they are the applicants", he replied and added that there are more interested parties and it will benefit more of them.

After that, Leković believed that some things were clarifications and that this matter would not have been discussed if there had been no interest from investors. He added that he would not gamble with children's lives, nor would he damage the aesthetic appearance of the park.

"As long as it's 200 percent fine and safe, if something is a park or even looks like a park, I think we should preserve the wishes of the investor, he can offer another location," concluded Leković.

His party colleague Milan Nešković said that more than 300.000 euros were paid for that park, and now they want to install a high-voltage substation there - "then it's a waste of money".

It is better, he suggested, to find a location behind "Soho City", among the pines, and not in the middle of that park, which he said was definitely "falling apart" and that it should be repaired, not dug and run cables across him.

Valentina Minic from Democratic Montenegro said that she will not vote for this decision. She thinks that whoever planned the amendments to the DUP was not guided by professional principles, since such an object has no place in the park.

"I will not comment on this price until 355 euros. It is a plot of 75 square meters, it is not small. Every square meter of our area is the property of the municipality or the citizens. It is clear to me that the appraisers gave this price, but that every citizen can buy a square meter for 355 euros at 300 meters from the sea, of course he would buy it, but it can't be for them," said Minic.

She asked why the investor was not mentioned in the material submitted to the councilors when Šušter obviously knew who it was.

After the Democrats' presentation, the President of the Municipality of Bar, Dušan Raičević said that they saw all the helplessness of the local administration in this example.

"Amendments to the DUP Topolica III were made in September 2023, and for the umpteenth time, the need to return part of the spatial planning to the municipality is demonstrated. I agree, how could something be planned without even considering the possibilities on the ground, whether there is an alternative," said Raičević.

He added that the amendments were made by the Government of Montenegro and that he was familiar with this issue from an earlier period when the illogicality was even greater and the substation was planned on the green area of ​​this park.

“This has now been partially moved. Be sure that we will consider the possibility of positioning that substation across the road itself and not within the already built green area of ​​the park. What I know is that this was done at the insistence of CEDIS," said Raičević.

He agreed with the Democrats that the substation had no place there, but that their competences had been taken away from them, even though they had always had good cooperation with CEDIS.

Leković then said that he has the impression that the councilors are trying to mislead themselves because this issue is decided by the SO Bar and not by CEDIS, and that the decision before them only mentions the investor as an interested party and not CEDIS.

Then Raičević noted that the conditions had been met to withdraw this item from the agenda, which the rules of procedure allow, and he, as the proposer of this decision, withdrew it.
