Urban inspector Bisera Alihođić determined that the plans were adopted illegally and made decisions, which no one contested. Article 5 of the 42nd Government Decision on the preparation of the Spatial Urban Plan of the Municipality of Budva stipulates that a moratorium will be introduced on the mentioned plans, which will last until the adoption of the Spatial Urban Plan, which is still being prepared. despite the above facts, the expert instruction of one article of the law, which no longer exists, was sent by Minister Gvozdenović to local governments in 2014. Every instruction, including the instruction of Minister Gvozdenović that the plans last until new ones are adopted, has no legal force and is not binding, such as the binding facts that I have stated and which indicate that a moratorium must be urgently introduced for the said plans", emphasized Vujičić.
He notes that on the instructions of former minister Branimir Gvozdenović, a number of judges of the Administrative Court, more than 20 special prosecutors and the VDT, against whom he filed criminal charges, are acting, due to the suspicion that by refusing to prohibit "further falsification of plans, they themselves are participating in the fascismation" of the DUP.
