There is no legal obligation for schools, primary or secondary, to report holding ceremonies marking the end of an educational cycle, but most schools do. This is what the Police Administration (UP) told "Vijesta". They added that, as in previous years, their officers in all cities of Montenegro, where celebrations and parades of students were organized, will act preventively, so that these events would be safe.
"The administrations of primary and secondary schools in Montenegro, although they do not have a legal obligation, in order to hold proms and proms smoothly and safely, in most cases inform the Police Directorate, i.e. its competent organizational unit, so that the police officers, through undertaking planned preventive activities ensured smooth and safe holding of the ceremonies (semi-graduation - graduation evenings)", they told "Vijesti".
As they added, in relation to that, police officers, through preventive measures and actions, carry out more planning activities.
"Which, among other things, relate to the maintenance of stable public order and peace before, during, or after the ceremony, as well as control, diversion and regulation of traffic, breathalyzer testing of drivers during the arrival, stay, or completion and departure of students from the graduation ceremony and prom night. As in previous years, so this year, police officers of the Police Administration in all cities on the territory of Montenegro where celebrations and parades of students are organized will undertake all planned preventive activities, with the aim of safely holding these ceremonies", state the UP, which is headed by acting director's duties Aleksandar Radovic.
The organization of public gatherings and events is prescribed by the Law on Public Gatherings and Public Events, and the same law states that the tasks of protecting the safety of public gatherings are carried out by the police, in cooperation with the competent authorities and services, and that the organizer of a public event, in order to maintain public order and peace he can hire the police at public events.
According to the Report on the Application of the Law on Public Gatherings and Public Events for 2023, which was published last week, 422 were held on the territory of Montenegro last year. The year before, there were twice as many - 929.
Of the total number of public gatherings, 311 were reported or held, compared to the year before, when 574 public gatherings were held, 97 were not reported, but were held, while the year before, 285 such gatherings were held.
In 2023, 14, and 70 spontaneous public gatherings were held the year before.
Out of the total number of public gatherings (422), last year the police secured 390. The year before, out of 929 public gatherings, police officers of the Police Directorate secured 878 such events.
About 2023 citizens attended all types of public gatherings (registered, unregistered and spontaneous) in 215.000 on the territory of Montenegro. A year earlier, public gatherings were attended by approximately the same number of citizens - 255 thousand, although twice as many public gatherings were organized.
In 2023, 448 public performances were held on the territory of Montenegro. The year before, 257 were held.
The UP states that all held public events were reported in accordance with the Law, and that during the holding of public events in 2023, no violation of public order and peace was registered.
About 630.000 citizens attended the public events held in the reporting period. A year earlier, 290.000 citizens attended public events.
The most common socio-economic, religious and political gatherings
Last year, in Montenegro, the most social and economic public gatherings were organized and held - 193. They were followed by religious ones, of which 79 were organized, 45 were political, while in the "other" category, according to the report of the Police Administration, last year 73 public gatherings.
