The Ministry of Finance has prepared the first version of the text of the draft of the new law on salaries of employees in the public sector, and the drafting of that legal act will continue after the members of the working group submit comments and suggestions, it was announced from that Government department.
The Ministry said that they prepared the first version of the text of the draft law after a detailed analysis of all the regulations regulating that area and based on the recommendations of Svjetka Banka.
As they stated, the basic principles were defined, the method of assignment to job groups and determination of coefficients, additions to the basic salary, special rights upon termination of employment and other issues that are the subject of the law.
The Ministry of Finance said that on Wednesday and Thursday, the working group held meetings and consultations regarding the text of the draft law on salaries of employees in the public sector.
"The work on the drafting of the law will continue after the comments and suggestions of all members of the working group have been submitted," the announcement states.
The Ministry said that the Public Administration Reform Strategy 2022-2026 and the Government's Work Program for this year envisage the adoption of a new systemic law on salaries of employees in the public sector.
"In order to create a transparent, fair and competitive salary system in the public administration in order to create an environment for the work of professional and competent employees," the announcement says.
As they stated, the Ministry of Finance formed a working group for the preparation of a new law on salaries of employees in the public administration.
The department added that the working group includes a large number of interested subjects, namely representatives of the executive, legislative and judicial authorities, representative branch unions, local governments and independent bodies, in order to reach the best legal solutions through social dialogue and partnership.
"Expert support for wage reform in the public sector is provided by the World Bank (WB), which prepared an analysis of the current system and made a series of recommendations aimed at simplifying the wage system, establishing transparency and fairness," the announcement says.
It is stated that one of the recommendations is to consolidate the legislative framework - to define by law the workplaces, coefficients, allowances, elements that are the subject of negotiations and the scope of collective bargaining.
The SC's recommendation is that collective negotiations should be centralized with the central role of the Ministry of Finance, in order to maintain control over fiscal influence.
The Ministry stated that the recommendations of the SB refer to the implementation of centralized salary calculation and strengthening of budget inspection, as well as to the need to rationalize allowances.
"The proposed recommendations are aimed at improving the fairness, transparency and fiscal sustainability of the wage system, which ultimately leads to improved performance and productivity of the public sector," the statement said.
