The local communities (MZ) of Kraljske Bare and Vranještica and the NGO Uruzenje za žitekti Komovo (UZKOM) announced that they were dissatisfied with the way in which the government addresses responded to the requests sent by their representatives in connection with the construction of the Mateševo highway section - Andrijevica. In the press release, the two MOHs and NGOs state that they have addressed themselves several times, but that they received only a short answer regarding the request for the subsequent design of the loop (connector and disconnector) in Kraljski Bari. They say that they were not answered even by the Ministry of Transport after they requested an urgent meeting with the representatives of that department.
"There was no response to other requests. In the meantime, it became clear to the locals that between 23,5 and 50 houses will be demolished on the 60-kilometer section, that is, three houses on average for every kilometer.
The route of the highway designed in this way is in complete collision with the claims of the Prime Minister that the project will stop the outflow of the population from the north. On the contrary, this will only accelerate the already constant population outflow and hasten the complete death of this area. The loop in Kraljske Bara would compensate to some extent the enormous damage that will be caused by the continuation of the construction of the highway", the statement of the Ministry of Health of Kraljske Bara, Vranještica and NGO UZKOM reads.
They remind that the residents of those two villages submitted an initiative to convene a session of the Kolašin Municipal Council, "in order to get the support of the aldermen's clubs, because we believe that the construction of that interchange would be a development project that would benefit the entire municipality." First of all, as they say, when it comes to the connection with the Komovi Nature Park (PP) and the valorization of that protected area.
"Also, we emphasize the great dissatisfaction of the local population with the offered price list for the property to be expropriated, which remained at the same level as during the construction of the first section of the highway from Smkovac to Mateševa".
The local population has significant objections to the work of state officials, i.e. legal representatives of the Real Estate Administration and the Traffic Administration, who behave extremely irresponsibly, unprofessionally and arrogantly", claim two Kolašin villages and the NGO UZKOM.
They explain that they are "concerned by the fact that the Environmental Protection Agency published the approval of the Elaboration on Environmental Impact Assessment for the section of the highway a few days later, and that the deadline for objection runs from the moment the decision is made". Because of this, they claim, they were deprived of the possibility to complain, considering that the deadline for this expired today.
The Ministry of Health of Kraljska Bara reminds that, back in October 2022, they held a meeting of citizens and unanimously adopted seven conclusions. In addition to the request for the construction of an interchange in that village, they requested that the competent departments inform the locals in a timely manner about all public discussions related to the continuation of the construction of the highway.
"We demand that the Municipal Council of Kraljske Bare be allowed to see the conceptual plan of the highway, so that they will be able to familiarize themselves with most of the important details of the project. We demand that, during public hearings, special emphasis be placed on the impact of highway construction, on the protection of riverbeds, drinking sources, disposal of waste water and other harmful substances, the preservation of the existing rural road infrastructure, as well as the provision of unhindered traffic communication for the local population in order to improve life took place in the village without consequences", are some of the conclusions from the meeting, held two years ago.
Locals also demanded that in the public hearings, "special emphasis should be placed on the organization and technology of highway construction, the environmental impact assessment report, and the safety report at the construction site."
