Perović extended the mandate of the assistant against the law

Acting Assistant Director of the Agency for the Prevention of Corruption Boris Vukašinović he was illegally appointed to that position several times, stated the administrative inspector Nina Vuksanovic in the report on the Agency's control from June 3.

The administrative inspection of the Ministry of Public Administration controlled the Agency, and noted irregularities related to employment, as well as the work status of several employees of that institution.

According to the documents that "Vijesti" had access to, the administrative inspector bound the Agency's director with a conclusion Jelena Perović to submit all documentation related to the employment status of Vukašinović within three days from the day of receipt of the minutes.

Yesterday, the Agency for the Prevention of Corruption did not answer the newsroom when Vukašinović's mandate expires, nor how many times the acting status of that assistant has been extended.

At the end of April 2021, Vukašinović was appointed to the position of Acting Assistant Director of the Agency - Sector for Control of Financing of Political Entities and Election Campaigns, Prevention of Corruption, Integrity, Lobbying and Acting on Whistleblower Reports.

According to the minutes, until August of last year, when the new systematization was adopted, Perović signed six decisions on the acting mandate of that assistant.

In eight months of 2021, Vukašinović earned almost 13.000 euros in his new position based on earnings, variables and engagement in the working body of the Agency for determining and compiling a list of public functions and persons liable for the Law on Prevention of Corruption.

According to the asset and income reports available on the Agency's website, during 2022 the acting assistant director earned more than 25.000 euros, based on salary, compensation in the ASK working group and variables. On the same basis, Vukašinović earned around 30.000 euros last year.

The Directorate for Budget Inspection determined for last year and the first months of this year that Perović, her assistant Nina Paović and Vukašinović had the highest number of overtime hours, variables and work on holidays.

In the last two months, this has been investigated by the Special State Prosecutor's Office, which Perović suspects of abuse of official position and damage caused to the budget of more than 100.000 euros. She is under house arrest.

In her report, the administrative inspector states that the post of assistant director of the Agency has not been filled in accordance with the Law on Civil Servants and State Employees.

"The fact that Boris Vukašinović was appointed acting assistant director six times in a row is particularly pointed out. Extending the acting status in this way is not in accordance with Article 61 of the Law on Civil Servants and State Employees, which stipulates that in the event of the termination of the mandate of the head of the administrative body, i.e. the service or the person performing the tasks of the senior management staff, an acting official may be appointed until the appointment in in accordance with the Law, and up to six months at the longest", it is stated in the report on the performed supervision.

Administrative inspector Nina Vuksanović found irregularities in connection with the working status of several other employees of the Agency.

She found that one employee, contrary to the law and regulations, was sent to another organizational unit and to a better position during the probationary period.

For the employee of the Department for International Cooperation, Standards and Public Relations, it was stated that "evidence of meeting the conditions for performing work" in that workplace was not submitted. With another official in the same Department, it is stated that "evidence of the internal advertisement was not submitted", as well as that there is no evidence of having passed the professional exam for work in state bodies, within one year from the establishment of the employment relationship.

The Administrative Inspector ordered the Agency to eliminate all these irregularities within 15 days from the day of receipt of the minutes and to inform the Administrative Inspectorate accordingly.
