As announced by the Government, the Decision on the number of students for enrollment in the first year of undergraduate studies at the Faculty of Montenegrin Language and Literature for the academic year 2024/2025 was also adopted at today's session. year, which are financed from the budget, and the enrollment of 40 students is planned.
Today, the Government approved the Draft Law on Confirmation of the Agreement between Montenegro and the European Union (EU) on operational activities carried out by the European Border and Coast Guard Agency in Montenegro.
"The agreement establishes a framework for cooperation between FRONTEX and its teams, on the one hand, and the competent authorities of Montenegro, on the other hand," the announcement says.
It is stated that the agreement confirms the activities carried out by the European Border and Coast Guard Agency in Montenegro with the EU in the area of border management and achieving common standards in the area of joint action.
The Government emphasized that the agreement is very important for the EU itself, especially in light of the current migration flows.
They explained that the agreement establishes an adequate framework for cooperation between the EU and the signatory states, within which assistance will be provided to Montenegro in the area of border management and possible crisis situations related to the increased influx of migrants from the Middle East and conflict areas.
As stated by the Government, it is of an unpredictable nature and requires a timely and professional response.
"The agreement covers the scope of operations, civil and criminal liability, the issue of privileges and immunities of team members, the tasks and responsibilities of the teams, as well as compliance with fundamental rights, issues that will be subject to negotiations," the announcement states.
The government has adopted amendments to the Spatial-Urban Plan of the Municipality of Nikšić with the Report from the Public Hearing.
The announcement states that the planning solutions stipulate that the construction takes place in a directed and controlled manner.
"In order to ensure balanced spatial and urban development and increase the functionality of the area, reduce illegal construction and consumption of fertile land, prevent the overbuilding of individual plots and enable structural transformation (rehabilitation and recultivation), with targeted new construction that respects all planning measures," it says. in the announcement.
It is emphasized that the most significant planning solutions in the municipality are retained, and changes and additions are planned in the part of the main and regional traffic and electric power infrastructure, electric power facilities - solar power plants.
It is added that changes are also planned in the definition of areas, guidelines and conditions for the exploitation of mineral raw materials and the performance of economic activities.
"In the traffic part, a new route of the part of the main road Nikšić - Cetinje in the area of the municipality of Nikšić, from Čevo to the location of Paprati on the main road M-3 (Šćepan polje - Nikšić - Podgorica) is planned for a length of 22 kilometers and the reconstruction and construction of regional roads, in the function of stimulating the development of the territory of the municipality", the announcement says.

The Government said that the amendments increase the possibility of implementing planning solutions, through the addition and clarification of the guidelines for the implementation of the planning document.
"The areas for which it is necessary to make detailed urban plans are being redefined, the urban requirements for the construction of buildings and for the subdivision of locations for which there are obstacles in the implementation due to the lack of a plan with detailed elaboration are being defined," the Government stated.
They added that the conditions and guidelines for the direct realization of GUR are being supplemented by the purposes of surfaces and buildings.
At today's session, the government adopted the Information on sanitary protection zones of the "Bolje sestre" spring of the Montenegrin Coast Regional Water Supply.
The Information states that, due to the long-term exploitation of the Bolje sestre spring, changes in its yield regime and reduction of exploitation capacity, the preparation of the Main Project on the determination of sanitary protection zones and zones of the spring, which was carried out in March last year, was started.
As it is added, three zones of sanitary protection of the polling station are proposed, namely the zone of immediate protection, the narrower and the wider zone of protection.
"Ignorance of the watershed of the source, the area from which all the water is collected and moves towards the source zone, is a fundamental problem in its protection," says the announcement.
It is stated that the Water Administration, due to the importance of that source, formed an expert team of competent experts in the field of hydrogeology whose task was to review the established boundaries of the second and third sanitary protection zones of the "Bolje sestre" source, on the basis of which the Main Project was developed.
The Commission concluded in the Report that the Main Project did not respond to the Project Terms of Reference, nor did it establish the necessary facts for determining the watershed - the third source protection zone.
The Government said that it is therefore necessary to carry out further investigations that will provide the necessary data for the creation of a new document.
"The commission concluded that the project must treat existing projects and permits obtained in accordance with the existing situation, to indicate specific impacts and how the negative effects of construction could affect water quality," said the Government.
They said that it was established that the Main Project did not process the cadastre of existing facilities and activities within the protection zones.
"The government tasked the Regional Waterworks to carry out appropriate monitoring and further tests that will provide the necessary data for the creation of the project of sanitary protection zones of the source "Bolje sestre", i.e. to establish the necessary facts for the review of the expanded second zone and the determination of the watershed - the third zone of sanitary protection of the source". the statement said.
