The municipality of Mojkovac changes the Decision on the co-financing of sports, and the draft of that act is under public debate until today.
The proposed novelty is that in the future 70 percent of the total funds for the co-financing of sports foreseen in the budget will be allocated to clubs founded by the Municipality. As written in the draft, the Rulebook of the Montenegrin Olympic Committee (COK) on the categorization of sports will be applied to clubs applying for support from the municipal budget.
In addition, when awarding financial support from the local budget, account will be taken of the extent to which the clubs meet the criteria regarding the mass and inclusion of young people, and the equality of inclusion of men and women. Among the criteria are the success achieved in the previous year, as well as the affirmation of tradition through the name of the club.
In the new decision, stronger mechanisms for controlling the spent money allocated to clubs are also proposed.
"The sports organization is obliged to spend the allocated funds as intended, in accordance with the program and plan for spending the funds and to submit semi-annual reports on this or a report at the request of the municipal authority responsible for sports. The sports organization is obliged to submit to the Municipality the final, i.e. annual, report on the expenditure of the allocated funds, which was adopted by the assembly of that sports organization... In the event that the sports organization cannot prove that the funds were spent for the intended purpose, it is obliged to return the funds that were not used for the intended purpose, and if not returns those funds, he cannot participate in the next public competition for co-financing of sports organizations", it was suggested.
About 100.000 euros will be allocated from the budget to support sports clubs, sports infrastructure and sports activities. Support of 60.000 euros is planned for the clubs. 8.000 should be spent on sports events. The municipality will finance the New Year's football tournament and the participation of athletes at MOSI. The Municipality will support the development of sports in schools with the amount of 1.500 euros. 5.000 euros have been allocated for the rehabilitation and maintenance of sports facilities.
