The Ministry of Labor and Social Welfare (MLSS) has prepared the Draft Deinstitutionalization Strategy for the period 2024 - 2028, which is adopted for the first time in Montenegro, and includes an Action Plan for this year and the next.
The debate on the draft of a significant strategy will be held on Wednesday at 10 a.m., when the round table will be held at the Faculty of Political Sciences of the University of Montenegro - Department of Social Policy and Social Work. The public hearing lasts until July 4.
"The goal of the strategy is to realize the right to a dignified, independent and high-quality life in the community through the process of deinstitutionalization, support for social inclusion, development of sustainable and accessible services that enable users to live in the least restrictive environment," reads the announcement of the MRSS headed by Naida Nišić.
Activities for the establishment of missing services are also planned.
"This strategy is adopted for the prevention of institutionalization, deinstitutionalization of users and transformation of service providers in order to ensure life in the family, that is, in the community, as well as the development of support services for life in the community and advisory - therapeutic and social - educational services. Target groups of the document are children without parental care, with disabilities and difficulties in development and with behavioral problems, young people and people with disabilities, Roma and Egyptians, the elderly, people in rural areas, the homeless and everyone who, due to special circumstances, needs a certain type of protection". it was announced.
Services that support life in the community and family, and are part of the strategy, as it is added, include activities to support the user's stay in the family or in the immediate environment, i.e. daycare services, help at home, supported housing, counseling, family accommodation and family placement - foster care.
"The strategy creates the basic conditions for respecting the right to life in the community, that is, the family, the active participation of the user in the creation, selection and use of rights from social and child protection, which results in the use of services in the least restrictive environment and involvement in everyday life activities. Deinstitutionalization implies a process of systematic transition from the system of institutional care and care in institutions to a system of support in the family environment and local community, through the development of services in the community, provision of sustainable financing while respecting the right of the user to make their own choice and participate in decision-making processes the process of transition and preparation for leaving institutions, inclusion and inclusion in community life in the least restrictive environment for users, as well as a support process that includes services in the community for those users who live in a family environment, but are ostracized and excluded from community life" , the announcement states.
MRSS adds that the basis for the adoption of this strategy is the Law on Social and Child Protection, one of the key principles of which is the prevention of institutionalization and the availability of services in the least restrictive environment whenever there are conditions for this in the homes of the beneficiaries or the local community through non-institutional forms protection. They are provided by different service providers, with the aim of improving the quality of life of the users and their social inclusion".
A total of 56.990.292 euros is needed for the implementation of activities from the Deinstitutionalization Strategy, and the money will be provided from the budget of Montenegro, the budget of local self-governments and donations.
