The state must as soon as possible enable the start of work on the urban project that will protect the center of Kolašin from the threat of hyperbuilding, which is allowed by the current Detailed Urban Plan (DUP).
That is the basic message from the first part of the session of the Committee for Planning and Spatial Planning and Communal Housing Activity.
From the session, in which representatives of the Ministry of Spatial Planning, Urbanism and State Property, the Environmental Protection Agency, planners, representatives of citizens and the civil sector were present in addition to the members of that parliamentary body, it was also ordered that the DUP "Centar" "gives guidelines for devastation space, instead of protecting it", and that "Kolašin does not deserve the urban development that is happening to it now".
I invite the President of the Committee Milička Bulatović they did not respond from the Ministry of Tourism, Ecology, Sustainable Development and Development of the North, and the representatives of the construction inspection did not come to the session, even though they promised to do so.
The committee also defined conclusions, and one of them, which refers to the request that the government give the "green light" to create an urban project, was also adopted by the local parliament. The preparation of that document is necessary, it was emphasized, among other things, because Kolašin cannot expect any amendments to the DUP "Centar" anytime soon, given that even the initial procedures for that work have not yet been completed, although the initial deadline of 11 months long ago.
However, based on what was heard at the session, the legal and planning basis for creating an urban project, which would protect the city center, has existed since 2014, that is, it was made possible by the current Spatial-Urban Plan (PUP).
According to the words Sonja Radović Jelovac, who was at the head of the team for drafting amendments to the PUP, the current DUP "Centar", adopted a decade and a half ago, is the biggest problem, especially when it comes to the number of floors of buildings.
"The DUP gives the possibility for a basement, ground floor, three floors and an attic, which is six floors, plus large roof slopes, so we can assume the manipulations in the use of the attic space. We also get a different interpretation on the field. "Since 2018, there has been talk about protecting the center of Kolašin, and such appeals to the government have been constantly coming from the municipality, but the 42nd government has ignored it," she said.
Radović Jelovac said that DUPs will be done when the PUP is finished.
As she said Nevena Jovovic from the Ministry of Spatial Planning, Urbanism and State Property, the previous government did not support the creation of an urban project for the city center. She believes that creating that document is the best way to save the core. However, as Jovović claims, now there is no obstacle to start that work, so it will be done, but it cannot last less than seven or eight months.
"Adopting an urban project is the fastest way to protect the guard center. It is about the area of Trg borac and Trg Vukman Kruščić, Ulica IV Proleterske, and we were looking for an extension along the line from Marić's house to the elementary school. "Given that we received information that a large number of investors are buying houses and buildings in the center of Garda, specifically across the street from the primary school, and that the construction of up to five floors is planned, we consider our initiative very necessary," said the councilor of the Movement Zajedno gradimo Kolašin. Marta Šćepanović.
She initiated the Board session where the protection of the core of Kolašin would be discussed. According to her colleague from the Movement Bojan Zeković it is a big problem that all local administrations have been deprived of the authority to manage their own space by law.
"For a long time, we were mistaken, so enormous construction was presented to us as development. Kolašin has about 15 percent fewer inhabitants in each census, so we have come to a situation where the "developing city" has intensively fewer inhabitants. The people of Kolasin have none of what constitutes quality of life. The municipality does not yet have DUP in all its forms", Zeković said.
He recalled that the ruling majority twice did not even want to include his conclusion in the agenda, which demanded that the DUP be suspended until the amendments to that document were completed.
30 years ago, Kolašin was a better urbanized city, claims the councilor of URA Miodrag Vlahović.
He also said that the Municipality does not yet have an electronic form of DUP.
"Meanwhile, the expansion of construction leads to the collapse of infrastructure. This is the last cry to try to protect at least the inner city core", said Vlahović.
He said that "the last census showed that state investments in Kolašin are not in the interest of the local population, but in the interest of tycoons, that is, that private business is being developed at state expense."
From the Green Initiative, Kolašin once again visited about the necessity of decommissioning the DUP "Centar", as well as about the results of a survey conducted by that organization, which showed that the people of Kolašin are dissatisfied with what is currently happening in the city.
The Board session was adjourned after the conclusions were reached, and the next agenda item will be communal infrastructure in the municipality, including ski centers 1600 and 1450 and construction control. The board is still waiting for answers from the construction inspection and the relevant ministry about the way in which construction was done in Kolašin in the past years and whether there was a violation of the law.
