The company "KDP Promotion and Investments Limited" reacted to the texts published on Portal Vijesti regarding the project of the tourist complex on Skočiđevoja, indicating that the administrative procedure for obtaining approval for the conceptual solution for the construction of the complex caused great public interest.
In the response, it is stated, among other things, that the conceptual solution was designed by the winner of the RIBA award.
"In cooperation with the renowned local architectural studio AIM, the conceptual solution was designed by a team of world-renowned architects from the OAB bureau from Barcelona, headed by Mr. Carlos Ferrater, winner of numerous awards. Given that the fact that Mr. .The winner of the RIBA award, we would like to point out that the Royal Institute of British Architects itself has confirmed the appointment of Mr. Ferrater, as well as other evidence (the RIBA Institute Yearbook and other supporting documents). the authority evaluated the relevant evidence and determined its validity, and on March 11.03.2024, XNUMX, it sent a Notice to the parties, releasing the investor from the obligation to conduct an international tender, given that such a possibility was determined by the valid planning document. In addition, we point out that according to the current Law on Building Construction and Spatial Planning, there is certainly no possibility of conducting a public competition on private plots, but this is foreseen exclusively for real estate owned by the state, i.e. objects of general interest," states the KDP.
They also say that the construction of an "exclusive tourist complex integrated into the local environment" is planned.
"The project involves the construction of a 5* category hotel, which consists of a hotel with 6 exclusive villas. On the land with a total area of 50.000 m2, which is owned by the investor, it is planned to build buildings with a gross construction area of 61.132 m2, compared to the maximum of 75.543 m2 permissibility according to UTU, which represents a reduction of some 20%.
"Special attention during the design was devoted to the relationship with the neighboring plots and the environment. During the entire repeated administrative procedure, the investor expressed a good intention to cooperate with the local community. In this direction, our lawyer addressed the local community with a Proposal for reaching an agreement that would be in the interest of both parties. We have accepted the two points that bothered the local community the most - the reduced number of floors and the suspension of the construction of the building on UP2. In addition to the above, we have offered additional benefits to the local community, however we never received an official response," it added.
They say that the investor acts transparently and in compliance with the law.
"All the work that has been done so far has been and will be the subject of checks by the competent authorities in Montenegro. In this sense, the Administrative Court noted the existence of deficiencies in relation to the procedure that preceded the adoption of the Decision, which in 2021 and 2022 initially consent was given to the preliminary decisions for UP1 and UP2 Architects dated June 10.06.2024, XNUMX, drawn up on ten pages, which indisputably establishes that the Conceptual Decision was made absolutely in accordance with the UT conditions and the law.
"Ultimately, it is necessary to look at the project from the aspect of its development component, and in this sense it is necessary to point out that over 500 new jobs are planned, while tens of millions of euros will flow into the budget of the Municipality of Budva and the Republic of Montenegro from utilities, VAT and other duties. With that, we hope that the local community and the state will recognize and support this kind of project," KDP concludes.
