The President of the Constitutional Court, Snežana Armenko, met with the head of the program office of the Council of Europe in Podgorica, Lejla Dervišagić, and on that occasion they agreed that it is necessary to continuously work on strengthening the autonomy and independence of that court.
The meeting was also attended by the coordinators of the project "Strengthening responsibility in the judicial system and improving the rights of victims in Montenegro" of the Council of Europe, Ivona Dragutinović and Marija Vuksanović, and the secretary general of the Constitutional Court, Biljana Damjanović.
The Constitutional Court announced that Armenko pointed out the importance of the support that the Council of Europe continuously provides to that court through the project activities of the Horizontal Facility program, which "strengthens the application of international standards at the national level, ensures the path of the rule of law and contributes to the harmonization of legislation and practice with the acquis of the EU ".
"Armenko and Dervišagić agreed that it is necessary to continuously work on strengthening the autonomy and independence of the Constitutional Court of Montenegro, by strengthening personnel capacities, among other things, by training professional staff, with a special emphasis on the training of constitutional court advisers through the HELP platform," the announcement states.
"In order to increase transparency and openness, President Armenko pointed out the need to strengthen the PR service of the Constitutional Court, in which direction the interlocutors shared their views on the possibilities of creating an analysis of the situation and comparative practice of the service of the constitutional courts of the region, as well as the necessity of improving IT solutions on the website of the Constitutional Court of the court and the DMS system, with the aim of automating internal processes during the processing of constitutional court documents", it is added.
The willingness to continue cooperation between the Constitutional Court and the Council of Europe through the continuation of the Horizontal Facility project activity, with the aim of constantly strengthening the Constitutional Court "as a significant factor in reform processes on the way to achieving the rule of law in Montenegro", concludes the announcement.
