Pilots of unmanned aircraft, i.e. drones weighing 250 grams or more, take an online theoretical exam, and drone operators register on the website of the Civil Aviation Agency (ACV).
This is an obligation brought about by the application of the new Rulebook on conditions for the safe use of unmanned aircraft systems.
As announced by ACV, registration for legal entities is done online at link, and for physical HERE, while the training can be accessed at link, followed by taking an exam at link.
"Registration of drone operators with the Agency is necessary - new ones, as well as those that are already registered, because data needs to be supplemented. According to the old rules, over 2016 operators have been registered since 2.000. After submitting adequately filled registration forms, the CAA issues confirmation with the assigned registration number. Please note that appropriate documentation is required so that this process does not take longer," said the ACV.
New obligations at no cost
Taking the pilot exam and operator registration is free.
"According to the new rules, operators who use unmanned aircraft weighing 250 grams and larger, as well as weighing less than 250 grams, are required to register if they are equipped with sensors for collecting personal data such as a camera, microphone, etc.," said the ACV.
After registration, each operator receives a digital (electronic) registration number (e-ID), with a secret code.
"Only one e-ID is assigned to a natural or legal person to provide unique identification. All drones belonging to that person/legal person are marked with this number. The registration number is valid for two years, after which it must be renewed according to the same procedure," they explained. are.
Rules for foreign citizens
Foreign citizens who have already registered and passed the theoretical exam in one of the member states of the European Union (EU) do not have these obligations in Montenegro, but submit proof of passing the exam and a certificate of registration or registration number.
"Also, foreign citizens must have an insurance policy against damage to third parties that covers the territory of Montenegro or the EU. Regarding import, the procedure remains as before - obtaining approval for import/import from the Ministry of Economic Development".
The CAA said that the new rulebook, which contains European regulations, began to be applied in July of this year.
It establishes the conditions for the safe use of unmanned aircraft systems in Montenegro, as well as those that must be met by personnel, including drone pilots and organizations involved in the performance of these operations.

"We remind you that the new Rulebook foresees operations divided into three categories (open, special and certified), of which the least risky is the open category. In Montenegro, the age of pilots is limited to 16 years, for pilots from Montenegro and those coming from other countries countries, including EU countries. All operators must have a liability insurance contract for damage caused to third parties by the use of an unmanned aircraft in flight, in accordance with the Montenegrin Law on Compulsory Traffic Insurance".
They point out that operators must pay special attention to operations near the airports of Tivat and Podgorica (CTR zone), where the approval of the competent air traffic control, i.e. the airspace management unit - AMC Montenegro, is necessary.
"Drones may not fly over gatherings of people (in the open category), over persons not participating in the operation (except for drones weighing less than 250 grams), as well as in controlled airspace without the approval of AMC Montenegro, etc. Penalties for violations are prescribed by the Air Traffic Act, and amount to 500 to 2.000 euros. It is also necessary for the operator/pilot of the unmanned aircraft to ensure that people's privacy is protected. ", concludes the ACV statement.
