Intensify the work on the Program of temporary facilities in Kolašin, involve the public as much as possible in the public discussion about that document and arrange that only facilities that serve rest and recreation can be placed in the future Dulovine Forest Park Nature Monument and the city park next to the "Bjanka" hotel.
These are some of the conclusions from the continuation of the session of the Parliamentary Committee for Planning and Spatial Planning and Communal Housing.
The committee will, as the president said Miličko Bulatović, to request that, despite the fact that it is now private, the park is defined as a green area in the planning documents, to be additionally protected. In this way, he believes, all future abuses of the attractive area near the city center would be prevented.
Member of the Movement Together we are building Kolašin Marta Šćepanović she said that she asked the Protector of Property and Legal Interests of the Municipality for an assessment on how the city park was once given to the hotel by the Municipality and became the property of the company that is also the owner of that facility.
Chief city architect Kristina Bulatović Pejić she said that she had informed the owners of the hotel that the conditions had not been met to give them consent to the request regarding the installation of a warehouse with an area of 600 square meters and a height of 13.5 meters in the city park. That there is no possibility of setting up such a facility in Zone II, where the plots on which the hangar is planned belong, said the developer of the future Temporary Facilities Program. Marko Rakocevic. He promised that the document would be completed in the form of a draft, and suggested that representatives of the executive power be involved in the drafting process.
The continuation of the Committee session was held again with the participation of representatives of the civil sector and citizens, who communicated numerous proposals on how to arrange the manner and type of temporary facilities, especially in the city center.
The session also discussed ways to harmonize the Program of temporary facilities with the strategic development of Kolašin, which was proposed by the URA councilor. Miodrag Vlahović. In this sense, the large number of betting shops in the so-called Sibirksa Street was also problematic. President of the SO Vasilije Bulatović emphasized finding a way to solve the problem of "lack of places in bars", i.e. summer gardens, during mass events.
Director of the Center for Culture Branislav Jeknic he referred to the previous Program of temporary facilities, which, according to him, contained a "wish list". The members of the Board were generally in agreement that "many abuses crept into that document", so, as they explained, "allegedly, temporary facilities were turned into apartments, and holiday homes into restaurants".
The board will also send a conclusion requesting the acceleration of the completion of the procedures for the protection of valuable spaces on the territory of the municipality. It was also suggested that the Municipal Corporation find a way to employ a certain number of people, who would take care of the green areas and flowers in the city.
The President of the Committee also said that, based on the first part of the session, when traffic in the city center was on the agenda, several conclusions were reached. The committee asks the President of the Municipality to ask the relevant ministry to officially declare the road from Mateševo to Kolašin and further towards the Klisura tunnel to Beran as regional.
They tasked the executive authority with the Police Administration to work on strict compliance with the ban on the traffic of freight vehicles through the Klisura tunnel. The local administration is required to intensify work on the sidewalks in Dunja Đokić, Milivoje Bulatovića and Boško Rašovića streets. The president of the SO also suggested that the authorities be asked to treat Kolašin as a seaside resort during the tourist season when it comes to the involvement of the police. The councilors will also try to get the Minister of Transport to come to Kolašin, "in order to see for himself the traffic problems that are current in that city, after the opening of the Klisura tunnel".
Representatives of the Kolasin executive authority, if the chief city architect and secretary for environmental protection are excluded Mile Glavičanin, this time they ignored the Board session.
