The Basic State Prosecutor's Office (ODT) in Podgorica obtained complete documentation and heard witnesses in the case of the fake diploma of the former assistant director of the Institute for Public Health Miljana Pavličić, but even after more than half a year, it has not made a decision in that case.
This follows from the answer of the Podgorica ODT, delivered to "Vijesti".
"I am informing you that witnesses have been heard in the aforementioned case and that the requested documentation has been obtained. The acting prosecutor undertakes all necessary measures and actions in order to clarify decisive facts", the answer states.
The ODT formed the criminal case in November last year after "Vijesti" wrote about the fact that the assistant director of the Institute for Public Health (IJZ) has been working in responsible positions for years on the basis of a falsified certificate of completed studies at the Faculty of Chemistry of the University of Belgrade.
A few days later, it was discovered that Pavličić was sentenced 10 years ago for the criminal offense of document forgery, with a suspended sentence, which was confirmed by the Podgorica ODT and the Basic Court in Podgorica.
According to the answers of the Basic Court in Podgorica, the conviction did not even reach her employer - IJZ, because Pavličić said in the general statements given during the trial that she was not employed. However, the data from the work record showed that the former assistant director did not even terminate her employment at the IJZ from 2010 to 2023.
At the end of November, the Ministry of Education, Science and Innovation (MPNI) filed a new criminal complaint against Pavličić due to the suspicion that, in addition to the diploma, she falsified the decisions of that department on the certification of the diploma.
"On November 29, 2023, the Ministry of Education, Science and Innovation filed a criminal complaint with the Basic State Prosecutor in Podgorica due to the well-founded suspicion that the MoJ intends to use a false or untrue document (that is, a decision of the Ministry of Education and Science) as a real one, on the basis of which it is reasonably suspected that the Ministry of Justice has committed the criminal offense of falsifying a document from Article 412 of the Criminal Code", the department announced at the time.
According to ODT data, from the beginning of 2023 to the end of May this year, 56 cases were established due to suspicions of fake diplomas.
"In seven cases, an indictment proposal was submitted to the competent court, some were transferred to other prosecutors' offices due to actual and local jurisdiction, one case ended with the dismissal of the criminal complaint, and in the others, the investigation is still ongoing," said earlier from the Podgorica ODT.
After the Pavličić case, the Ministry of Health initiated the collection and processing of data on diplomas in the health system, while the Ministry of Education, Science and Innovation (MPNI) filed criminal charges against more than 20 people on suspicion of having submitted false and untrue educational certificates to that department for certification. documents.
From the department he manages Anđela Jakšić Stojanović, they also said that the situation is much more complex when it comes to "purchased diplomas", which is why they plan to strengthen inter-institutional and regional cooperation in the coming period.
The data of the Ministry of Internal Affairs and Communications, submitted to "Vijesti", show that the citizens of Montenegro, who in the last year tried to provide the Ministry of Education with false diplomas, most often falsified educational documents from state colleges in the region.
They claimed that the situation is much more complex when it comes to "purchased diplomas". They appealed to citizens who have specific information about suspicious diplomas to inform the state authorities and institutions - the ENIC center at the Ministry, the Police and Prosecutor's Office, so that they can check it through international cooperation with the investigative authorities of the country from which the forgeries originate.
