In Montenegro, as one of the important steps towards fulfilling the obligations from Chapter 27 on Montenegro's path to membership in the European Union (EU), a waste monitoring system and a register of the release and transfer of pollutants was established, the Environmental Protection Agency announced.
These mechanisms, as stated, enable better control and management of environmental issues, which is essential for European integration.
It is added that the Agency played a major role in the implementation of those initiatives.
"Through intensive training and dedicated work with colleagues from the Ministry of Ecology, Sustainable Development and Development of the North and the Eco Fund, we managed to establish a 3R information system and register of emissions and transfer of pollutants, which will soon be available to the public," says the announcement.
It is clarified that the register-Record-Report/3R system is a tool developed within the World Bank project entitled "Industrial waste and cleaning", with the aim of digitizing and automating the process of issuing permits and consents for waste management, as well as creating a cadastre of environmental pollutants.
"The purpose of the 3R information system is to automate activities and procedures related to the management of registers, documents and reporting on waste production and handling," the announcement states.
This, as it is added, includes all participants in the waste management chain - from producers and collectors, through processors, to competent bodies of local self-governments.
It is stated that the system is designed to follow current legal regulations and enables efficient management of registers, records and reports related to waste and cadastre of environmental pollutants.
The Agency said that through the "Project to improve the register of release and transfer of pollutants in the countries of the Western Balkans and Moldova", for which the Ministry of Nature and Environment Protection of Germany provided a grant, a register of pollutants with a database of pollutant emissions was defined.
As it is added, the register provides efficient access to information about the environment for the public.
"The project includes the development of IT tools for adequate storage and statistical processing of data, online submission of applications for entry into the register, as well as the establishment of a secure connection with EU databases," the statement says.
It is said that the test version will be released in the next few days, and the functioning of the system was presented at a presentation on Thursday to officers who had previously undergone training.
"This is just the beginning, but it already represents a huge step forward for Montenegro. Through dedicated work and international cooperation, these efforts are of crucial importance for the future ecological and economic development of the country, bringing us closer to the European community", said the Agency.
