The inspector also determined that the certificate of Blečić's seniority, which was submitted by the Capital City, cannot be accepted as evidence in that legal matter, that "senior work experience of a certain duration does not mean experience of the same duration". The inspector determined that the certificate of the Orthodox Metropolitanate of Montenegro and the Littoral - Church Municipality of Podgorica from May 18, 2021 cannot be accepted as proof of the necessary work experience, "bearing in mind that the experience in the MPC was gained in administrative and legal work, not work protection and rescue".

In June, the administrative inspection of the Ministry of Public Administration (MJU) again ordered Injac to eliminate irregularities related to the appointment of Blečić as acting commander of the Podgorica Protection and Rescue Service.
