The Podgorica company "Global TS Montenegro", owned by the naturalized Montenegrin billionaire Taksin Šinavatra, did not demolish the illegally built two-story concrete building on the island of Sveti Nikola, even though two years ago the urban planning and construction inspector ordered the demolition.
That the inspection made a decision, it became public only now, after, as written in the real estate list that "Vijesti" had access to, the existence of the inspection's decision was recorded as a burden in the cadastral records.
"Record of the existence of the decision of the urban construction inspector, coordinator of the Ministry of Ecology, Spatial Planning and Urbanism - Directorate for Inspection Affairs and Licensing dated March 18, 2022 ordering the subject of supervision - Global TS Montenegro to demolish the illegal building number 1, the dimensions of which are approximately 60,2, 11,8 X 3,9 meters with a semicircular addition of a bay window with a radius of 170 meters. The completed two floors of the building with the removed construction elements to the level of the third floor, which is located on cadastral plots on the island of Sveti Nikola, because the legalization decision from Article 1 paragraph XNUMX of the Law on Spatial Planning and Building Construction was not obtained for the illegal building, was registered only in April this year as an encumbrance on plots where a record of the existence of an illegal object has been registered.
We remind you that the Municipality of Budva, i.e. its Secretariat for Urbanism and Sustainable Development, rejected in February 2022 the request of the Podgorica company "Global TS Montenegro" to legalize its wildly built single-story buildings of 350 square meters on the island of Sveti Nikola near Budva.
"The request of 'Global TS Montenegro' DOO Podgorica for the legalization of the illegal object as disorderly is rejected," the decision reads.
In July 2021, Šinavatra's company submitted a request to the departmental secretariat requesting the legalization of business premises with a total gross area of about 350 square meters, i.e. 300 square meters of net area. As stated, the wild objects were built in 2007, they were moved in and real estate tax is paid for them.
The reason for the rejection of the request, as written in the decision, is that the submission of the company from Podgorica had defects that made it impossible to proceed, and it was requested that the documentation be submitted within 30 days, which was not done.
"Vijesti" then announced that on the island, that is, the part owned by Šinavatra, there are a total of 900 square meters of illegally built buildings, which are officially registered in the cadastre of this company's property.
"Recording the existence of the building, namely building one under construction with a ground floor and first floor of 762 square meters and building number two under construction with a ground floor and two floors, they do not have a permit and the construction is partly on someone else's land, all according to the report," the real estate document states.
In April 2017, the company of the richest Montenegrin concluded a sales contract with the Podgorica company "San investments", which is backed by a controversial Serbian businessman. Stanko Subotic Cane, thus becoming the owner of 37 square meters of land on the island of Sveti Nikola, on which stone single-story buildings had already been built without permission. Šinavatra paid 24 million euros for that valuable piece of the largest Montenegrin island.
Wild buildings on the island were first built by the previous owner, a Belgrade businessman and former JUL politician Nenad Djordjevic, who sold an attractive part of the island to Subotica back in 2007, precisely because, as he stated then, of the obstruction of state authorities that did not allow him to realize his ambitious plans. Đorđević, who was the owner of as many as three attractive properties in Budva, the Hotel "Admiral", the old building of the Yugoslav river shipping company near the Old Town, and the southeastern part of the island, started construction without permission on the popular Hawaii or Školj, as the locals call it. This was thwarted by the state, and in the summer of 2002, an inspection accompanied by the police demolished part of the building with dynamite.
This revolted Đorđević, who had already wildly built a large beach, connected Školj with Školjić, a small island, thereby cutting off the waterway and sea currents, built a large pontoon, and several single-story stone houses. He even populated the island with deer and other game, trying to turn it into a nature reserve and a luxury tourist resort. The state services, which were managed by the DPS, did not like that, so in 2007, Đorđević sold the island to Subotic's company for 20 million euros. Subotić took a loan from Prva banka, a businessman, for the purchase Aca Đukanović, the brother of the former head of state Milo Đukanović. Đorđević also sold the building to a JRB businessman Dragan Brković for three million euros, and the "Admiral" hotel to Russian investors.
The spatial plan for special purposes envisages the urbanization of the island - the construction of hotel facilities with a total of 500 beds, as well as a marina with 50 berths.
As a reminder, Šinavatra was released on parole on February 18, which is his first day at liberty in his homeland after 15 years on the run.
The influential billionaire, whose family party is still in power in Thailand, has been released from a prison hospital in Bangkok where he previously spent six months. Before that, the King of Thailand commuted his sentence for abuse of power and conflict of interest from eight years in prison to one.
Shinavatra (75) was eligible for parole due to his age, health condition and time spent in prison. He was the Prime Minister of Thailand from 2001 to 2006, when he was overthrown in a military coup. He was then banned from politics and faced charges of tax fraud and abuse of power.
He spent the next 15 years in self-imposed exile abroad, claiming that the indictment was politically fabricated. He returned to Thailand in August last year to serve a reduced sentence. Although he was legally convicted in his country for corruption, he received a passport as an honorary citizen of Montenegro in 2009.
"Global TS Montenegro" in minus 1,1 million euros
The Podgorica company "Global TS Montenegro" continued to accumulate a loss in business, which has now reached 1,1 million euros.
Judging by the financial statement submitted by Šinavatra's company to the Tax Administration of Montenegro, the series of negative business results continued, so last year the company operated with a loss of EUR 97.631.
As previously explained to "Vijesta", this company regularly pays its tax obligations to the state and the Municipality of Budva, to which it regularly pays real estate tax. The company has no income, since it has not been able to realize the project of building tourist facilities on the island for years.
And the brake on the business of this company is certainly the indecision of the Government to do a detailed development of the island of Sveti Nikola, on which Šinavatra only owns a third, and there are other owners whose land is also waiting for valorization. Namely, the Special Purpose Spatial Plan for the coastal area envisages the urbanization of the island - the construction of hotel facilities with a total of 500 beds, as well as a marina with 50 berths.
