The non-governmental organization (NGO) Euromost announced today that it has submitted reports to the Directorate for Inspection Affairs against the Lim utility company because of the temporary landfill in Dobrakov, Bjelopolje.
Euromost said that they also informed the Ministry of Ecology, Sustainable Development and Development of the North, the Environmental Protection Agency and the Directorate for Food Safety, Veterinary and Phytosanitary Affairs, to immediately close this temporary disposal site, and that in case of infection, they will be criminally responsible together with the competent inspection bodies, if they do not react.
They submitted a video on which, as they say, animal waste can be seen strewn across the Bjelopolje temporary landfill.
As they state in this NGO, they previously asked the Administration for Food Safety, Veterinary and Phytosanitary Affairs not to violate the law on waste management and control any disposal of animal waste at this landfill, they replied that this is all for them, and from Euromost their allegations are denied by the videos they published.
"The NGO Euromost has informed citizens and employees of the border police, as well as the workers who work on this section, that an unbearable stench is spreading, and that the workers of the companies that serve this temporary landfill are at risk of their health, but that they are not allowed to speak publicly because they are threatening them with dismissal," the announcement reads.
Euromost states that Article 78 of the Law on Waste Management clearly states that the temporary landfill can be used for at least one year from the day of receipt, that is, it can be for two years, but on the condition that a fee of ten euros per ton is paid for each year municipal waste.
"The municipal company Lim from Bijelo Polje, not only does not have any consent from the Environmental Protection Agency, which is also obliged to have it in accordance with the Law on Waste Management, for a temporary landfill in Dobrakovo, but instead of one or two years, it has been managing this temporary landfill for 30 years. landfill, he also does not pay the aforementioned fee of ten euros per ton, nor does he comply with the legal regulations, which he is obliged to comply with during waste disposal, thereby endangering the health of citizens and the environment," they said from Euromost.
They also state that the videos also show that the house that should be used has collapsed and that huge waste has been dumped next to it, and that the scale financed by the European Union through the Bijelo Polje-Priboj project is not being used.
"The Environmental Protection Agency, the Ministry of Ecology, as well as the inspections are aware of all this, but they do not take any action, because according to the law, they are obliged to charge fees that go to the budget of Montenegro and which are provided by law to be used for the construction of the plant for waste processing, procurement of waste collection and transport equipment, remediation and recultivation of unorganized landfills. With the silence of the Environmental Protection Agency and the Ministry of Ecology, when it comes to collection, it is to the detriment of the citizens, as well as the budget of Montenegro, which is the reason that it has to the prosecution must also respond, because they allow utility companies in municipalities in the north of Montenegro to not pay legally prescribed obligations for 20 to 30 years, and we also ask these two institutions to explain to the public why they do not charge them for these obligations," stated Euromost. .
