Based on the request of the citizens of Rožaj, the Environmental Protection Agency visited the "Mostina" waste disposal site and found irregularities related to the implementation of prescribed measures, the Ministry of Ecology, Sustainable Development and Development of the North and the Environmental Protection Agency announced today.

"We remind you that on April 2, 2024, based on citizens' requests, the Agency initiated a procedure to determine environmental damage or imminent danger of damage at the location of the temporary waste disposal site 'Mostina' in the municipality of Rožaje, in accordance with Article 9 of the Law on Liability for damage to the environment (Official Gazette of Montenegro, no. 27/14, 55/16)", it is emphasized in the joint announcement submitted by the Ministry of Ecology, Sustainable Development and Development of the North.

The Ministry of Ecology, Sustainable Development and Northern Development and the Environmental Protection Agency added that on July 10, 2024, the company "Komunalno" doo Rožaje informed the Agency about the measures implemented to protect the health of the population of the surrounding villages.

"Among the implemented measures is the installation of LED lighting, video surveillance, the construction of a gate and fence, and the employment of a responsible person," the joint statement reads.

It is stated that, however, today's tour established that all the measures from the previous letter were not fully complied with.

The announcement also states that in view of the constant complaints of citizens due to frequent fires on the site and endangering the health of residents of the surrounding villages, the Environmental Protection Agency orders "Komunalno" doo Rožaje to implement the following additional measures:

1. Fencing the area: Adequately fence the area of the temporary landfill, since the location is located along the main road Rožaje - Dračenovac. Also, it is necessary to establish additional signaling in order to warn drivers in time of the presence of the landfill.

2. Lighting: Adequately light the area of the temporary disposal site for safety.

3. Reception-dispatch zone: Establish a reception-dispatch zone with a vehicle scale, a parking area and a vehicle washing area, in order to prevent soiling of the main road when connecting specialized vehicles.

4. Gate and access control: Build a gate to prevent access to unauthorized persons during and outside the working hours of the landfill.

5. Porter's office and security service: Build a porter's office with accompanying installations and establish a security service that will keep records of waste. It is mandatory to record all data in detail after the reception, measurement and visual inspection of waste.

6. Video surveillance: Establish an adequate video surveillance system on the entire area of the temporary landfill.

7. Working hours: Clearly indicate the working hours of the temporary disposal site and ensure that it is closed outside of working hours, with access to unauthorized persons prevented.

8. Covering waste: Define the time intervals for covering the waste with a protective layer of neutral material, treating it with rodenticides and destroying other organisms, and keep accurate records of all actions carried out.

9. Fire protection: Provide fire extinguishing means and establish an effective fire protection system.

The Ministry of Ecology, Sustainable Development and Northern Development and the Environmental Protection Agency will continue to monitor the situation at the "Mostina" location and take all necessary steps to ensure the protection of the health of the population and the environment.

We invite citizens to continue reporting irregularities, because their contribution is crucial for the preservation and improvement of environmental standards in Montenegro.
