The municipality of Bar proposed to the state company "Montefarm" a facility for opening a pharmacy in Virpazar, since the residents of Crmnica have not had a pharmacy in that part of town for five years. Representatives of the local administration met with "Montefarm" in order to find an adequate solution to this problem.

This is written in the answer to the committee's question Momcilo Leković, a Democrat councilor, which is signed by the first man of the Municipality of Bar Dušan Raičević.

As Raičević wrote, recognizing the need for adequate and appropriate provision of health care for their fellow citizens within health institutions, in this particular case of the residents of the Crmnica Local Community, the Municipality of Bar undertook activities in the previous period in order to create the conditions for the opening of a pharmacy in a certain way is of great importance for the local residents.

He said that they did so regardless of the fact that the area of providing and securing health care is not under the direct competence of local self-government units.

"In this context, communication was established with the Health Institution of the Pharmacy of Montenegro "Montefarm" and a meeting was held with the aim of finding suitable solutions for opening a pharmacy. We were informed by a letter from "Montefarm" in May 2024 that the management of that institution had held talks several times with the management of the JZU Dom zdravlja Bar, under whose authority the unit in Virpazar is located, and that during the tour of the premises of the Health Center building itself, he offered the premises that were in possibilities to transfer the pharmacy to "Montefarm", said Raičević.

However, in accordance with the current regulations and legal conditions governed by the Rulebook on the conditions that pharmacies must meet in terms of the space of the Health Care Act, the offered space was not suitable for its intended purpose.

Also, as they informed the Municipality of Bar in the same letter, the management of "Montefarm" also held meetings with the representatives of the Crmnica Local Community, who expressed their willingness to help in finding adequate space, however, the offered solutions also did not correspond to what the legal provisions regulate.

Bearing in mind, according to Raičević, that the competent state institutions, the Ministry of Health, "Montefarm" and the Health Center have not been able to find the most adequate solutions in terms of providing space for opening a pharmacy, and as they have already stated, recognizing the importance of this issue for their fellow citizens who live in the area of Crmnica Municipality, the Municipality of Bar discussed the potential possibilities for providing the space at a meeting with the management of "Montefarma".

"On July 22, 7, "Montefarm" informed in a letter that as a potential solution for housing a pharmacy, a facility that is owned by Montenegro, with the right of disposal of the Municipality of Bar, on cadastral plot no. 2024 KO Virpazar, registered in LN 254, and that the necessary procedural actions for the adaptation of the said facility are underway, after which the Municipality of Bar and "Montefarm" will define the manner and conditions of use of this facility, which will be mutually acceptable, and primarily which will be in the interest of the users, i.e. the residents and guests of this local community, and which, we are convinced, will solve the perennial problem", Raičević concluded.

The locals of Virpazar and Crmnica previously addressed the competent institutions, the Municipality of Bar and the Ministry of Health, in order to draw attention to this problem, and they also sent a petition for the opening of a pharmacy. They told "Vijesti" then that the fact that they don't have a pharmacy significantly reduces the quality of their life in that part of Bar and makes it difficult for the Health Center in Virpazar to work because they have to go to the center of Bar to get medicine.
