The Civil Aviation Agency (ACA) is dedicated, in addition to numerous activities, to the revision of internal procedures in order to improve them or adopt new ones for the sake of more efficient functioning of the management system, the director of the CAA told "Vijesta" Ivan Šćekić.

"An integrated system is needed - safety, security, quality, internal compliance, human resources, following the development of the area. Also, in parallel with all supervisory activities, we are working on improving regulatory requirements, primarily the Air Traffic Act. Changes will follow after a long time, and the reason for this is to keep pace with the global development of aviation at the national level," said Šćekić, who assumed the four-year directorship three months ago.

Šćekić pointed out that the CAA team works systematically and responsibly, and that it is understood that every system that is improved brings certain changes, which he is sure will be supported by everyone who strives for progress, a more efficient way of working in favor of the institution.

Among other things, he assessed that the civil aviation system ensures stable safety and security of air traffic in Montenegro.

Priority engineers

"We are strengthening the staff in professional services such as traffic and other engineers with experience in aviation to supervise the work of aviation entities (Air Traffic Control, Airports, aircraft operators...)", emphasized Šćekić, who is also a graduate in aviation engineering.

He emphasized the importance of preserving and raising the level of safety and security of air traffic, with the absolute application of international and domestic regulations.

Šćekić said that the results of ACV are confirmed during the control visits of international and European partners, and can be considered successful in this area, even in relation to more developed countries than Montenegro.

"Recent control visits by the European Union Aviation Safety Agency (EASA) and the European Commission show continuity in the application of the highest level of Montenegrin compliance with European safety and security standards in EU civil aviation," noted Šćekić.

CAA is not financed from the state budget

When asked about the financing of the CAA, Šćekić said that it is often incorrectly perceived by the public because the Agency is not financed by a single cent from the budget of the state of Montenegro.

"The method of financing is strictly regulated by European regulations. The institution is not financed from the state budget, but predominantly from international sources, from overflights through Montenegrin airspace, and the remaining part from the issuance of licenses, certificates and certain fees paid by aviation entities", Šćekić explained.

He added that there are strict EU rules for consumption, which the Agency adheres to.

Šćekić pointed out that ACV, in addition to numerous activities at the national and international level, pays special attention to the promotion of safety and education of airmen, along with educational workshops and trainings.

The first man of ICAO regional activities comes to Montenegro

Šćekić announced that Montenegro will be visited at the end of September by the head of regional activities of the International Civil Aviation Organization (ICAO) in Europe and the North Atlantic, Nikolas Ralo. He adds that there will be a significant visit for the country and this area, which the Agency initiated during the recent meeting in Paris with the regional director of ICAO.

"Although our country is at an enviable level among the countries of the region, as well as in Europe, in terms of efficiency in the application of international standards and ICAO recommended practices, there is room for additional improvement. Closer cooperation with leading ICAO people will best help in this," emphasized Šćekić.

He reminded that Podgorica hosted a meeting of aviation authorities in June, when the EC and the CAA organized the Joint Committee of the ECAA - Agreement on the Creation of a Common European Aviation Area.
