The past year, for the Kolašin local government, was a year of struggle for a better city and the well-being of citizens, a year of overcoming challenges and realized plans, it was announced from the ceremonial session, which marked August 28, the Day of the Municipality. The President of the Municipality, Petko Bakić, said that "Kolaša is a city of rich investment potential, but also an effort to be a city of urban and ecological order".
The aim of the local government, he said, is to provide "the image of an organized 'mountain town' that has preserved all its natural originalities and added to them everything that the people of Kolasin and tourists need".
"This is the Day of the proud, courageous, perspective, tourist Kolašin, which, we hope, will give more and more chances to its residents and those who come to be residents of Kolašin. We believe that we live and work at an address that has the right, but also the potential for a better future and a better life for its citizens. We base this belief on what we, as a responsible local administration, have done in the last year. Through a continuous household relationship, we manage to keep the municipal finances stable and despite numerous challenges, this year's budget is realized in the amount of over eight million euros, said the President of the Municipality.
According to him, "The municipality has been a companion and reliable partner in numerous events and initiatives in the past year". He said that the tender has been completed and the contractor has been selected for the first four phases in the Sports Zone, which include basketball, volleyball, tennis courts and a football stadium with an athletics track.
"At the Directorate for Capital Projects, we expect to call for a tender for the rehabilitation of the city landfill, for which we have prepared complete technical documentation, as well as the Breza road, which will connect tourist complexes with the city, while the Municipality, in cooperation with investors, is preparing technical documentation for the continuation of the construction of the promenade which will connect the Sports Zone with numerous tourist facilities in the settlement of Breza, in a length of two kilometers", announced Bakić.
He reminded that "the drafting of a new five-year program of temporary facilities and the Strategic Plan is in progress, and that the Government of Montenegro is expected to adopt the Amendment and Supplement to the Spatial-Urban Plan. That document, as Bakić says, will enable further valorization of certain locations through private-public partnerships, in order to solve infrastructural problems such as the city garage, market and bus station.
He said that "in the years of traffic development in the north of Montenegro, the traffic infrastructure in Kolašin has become a special challenge". Bakić reminded that the hydro-technical infrastructure in the streets Boško Rašovića, Boška Rašovića 1, Milivoja Bulatovića 1 and part of Milivoja Bulatovića have been completed.
"Atmospheric sewerage was built on the section of the Bypass and it was paved along its entire length. 13.jula Street and several streets in the settlements of Smajlagića Polje, Breza, Šljivovica and Dulovine were paved. The streets of Milutin Lakićević, Jagoš Simonović and Boško Rašović, as well as part of the street 13.jula, received new pavement surfaces. Horizontal and vertical signaling and speed bumps have been installed," President Bakić reminded of the completed infrastructure projects.
According to him, the preparation of a study on improving traffic safety in the city and the Decision on auto taxi transport, which will include parking zones in order to improve the traffic culture, is underway. The tender for public lighting on the "Vladoš" bridge has been completed, said Bakić, and work on the lighting of the bridge, which is a traffic connection with the highway, will soon begin.
He claims that work is being done on the technical documentation of the reconstruction of the road with hydrotechnical infrastructure from the Klisura tunnel to the Savardak restaurant, "which will solve not only the traffic problem but also the problem of waste water from the ski centers". He also announced projects related to the road from the "Vladoš" bridge to the entrance to the village of Gornji Pažanj, which will solve the problem of the so-called "bottleneck", as well as the adaptation of Mirko Vešović Street and the street next to the Partisan Cemetery in Breza.
Bakić reminded that the swimming pool in Dulovine was personified, and that work had begun on snowing the mountain centers and providing additional amounts of water for the supply of the city.
"We signed contracts with the ski resorts Kolašin 1450 and Kolašin 1600, and in this way we compensated the municipal revenues from utilities for the construction of a complete traffic infrastructure through these settlements worth about seven million. "The necessary administrative requirements for the further implementation of the Wastewater Treatment Project worth around 13 million have been completed," Bakić said.
He also reminded of the works that are in progress, among which are those "on the object of Kolašin recognition, the building of the Spomen Dom", the completion of which, he announced, is expected in the coming months.
Bakić also used the festive session to remind about numerous investments in suburban settlements and villages, efforts to protect valuable space in the territory of the municipality, as well as support for agriculture "through the implementation of 14 support measures in the amount of 120.000 euros".
The President of the Municipality praised his colleagues, but also the opposition, which, he claims, was constructive when important decisions were made for the city.
Bulatović: Kolašin is becoming an increasingly better place to live
The President of the Municipal Assembly (SO) Vasilije Bulatović dedicated part of his speech at the ceremonial session to young fellow citizens, telling them not to forget "that the roots that hold them in the soil of Kolašin are not only the past, but the foundation of their future".
"Kolašin is more than a geographical term, it is your strength, your identity. May every step take you further and further, but may every success bring you back one step closer to our city", said Bulatović.
Referring to the period between the two city holidays, the president of the SO said that Kolašin is "becoming an increasingly better place to live", with efforts to "maintain the splendor of the city and the richness of its nature and culture".
"The path through history is sometimes difficult, but there is a way out of every labyrinth. Respecting the past, but with our gaze firmly focused on the future, we are obliged to preserve some roads, but also to boldly build new ones. ...I avoid using the term "European values". Not because they are not important and not because we should not be part of the European community, but because I believe that the affirmation of our own values will lead us to be, even if a small town, equal and respected its members. We need to take a deeper look into ourselves and our tradition," said Bulatović.
He congratulated the priests and monks on the glory of the Morača monastery, which is also celebrated on the Municipal Day. Bulatović reminded his fellow councilors that the greatest responsibility of the SO is to, together with the citizens and everyone who loves Kolašin, "build roads that will leave a deep mark".
Presented plaques, awards, recognitions
This year, the recognition of the Plaque of the municipality of Kolašin was awarded to athlete Goran Šćepanović and posthumously to poet Ljubisav Ljubo Bojić. In addition to these appeals, on the occasion of the Day of the Municipality, awards were given to Milica Perišić, the best student of the final year of the faculty, Marija Dožić to the best high school graduate, Anastasia Vukićević, the best student of the final year of elementary school... Milica Popović, the best student of the final year of the Elementary School, also received an award. music education (ŠOMO) and the best young athlete from Kolasin, Balša Danilović.
The thanks of the municipality went to the Mountain Rescue Service and Željko Darmanović, the former commander of the Protection and Rescue Service (SZS).
In the rich cultural and artistic program, Mijat Mašković of KUD, Tara Bulatović and Anastasija Vukićević, students of ŠOMO, and the duo Danijela and Maja performed.
Guitarist Nađa Grdinić told the story of the history, natural resources, potential, culture and traditions of Kolašin through a promotional film.
