Plav: An object without a permit?

On June 28, 2024, the non-governmental organization "Euromost" filed a complaint against an unknown person, and based on a notification from the citizens of Plav, that the construction of an illegal building near Lake Plav, which threatens the lake itself, had begun, submitted photos and requested that the urban and construction inspector seal the facility and notify the competent prosecutor, but new photos, taken on August 28, show that the inspections did not respond and that the facility was completed and opened.

This was announced by that NGO, noting that the competent inspection did not act in accordance with the law and their competences, that they did not seal the building and allowed the building to be built and opened without any permission and consent, so they wonder how they allowed the building to open. gets electricity and water.

The NGO "Euromost" said that they had asked the Special State Prosecutor's Office to investigate the entire case.

"We filed a criminal complaint against two persons who are also public officials, and the Supreme State Prosecutor's Office to investigate how it is possible for them to allow all this to be done across the street from the Basic State Prosecutor's Office in Plav," said the NGO.

On August 29, they received a reply from the Basic State Prosecutor's Office in Plav, i.e. from the manager Drita Rugovac, that the entire case was taken over by the Basic State Prosecutor's Office in Berane, because the decision of the Higher State Prosecutor's Office in Bijelo Polje accepted the request for the exemption of the Basic State Prosecutor's Office in Plav, i.e. Drita Rugovac "for proceeding in the case against Ćaz Rugovac for the criminal offense of building a building without registration and documentation for construction from Article 326a of the Criminal Code".

"According to the information provided by the NGO "Euromost" from the citizens of Plav, the illegal building was built by two persons, where one person whose sister was born is employed in the Municipality of Plav as a chief inspector, while the other person is a well-known private businessman in the Municipality of Plav. This is not the only case, because a large number of illegal buildings are being built in the Municipality of Plav, among other things, next to Lake Plav, as well as in other areas of the Municipality that are protected," said the NGO.
