The Medical Chamber informed the Health Insurance Fund (FZO) that their members from the primary health organization turned to them for help, pointing out the "inappropriate terror they are exposed to on a daily basis, both from inspections and from dissatisfied patients" and that thus prevented from doing hard and responsible work in a valid way.

"With the adoption of the Rulebook on the method of exercising the right to temporary incapacity for work and exercising the right to compensation for wages during the period of temporary incapacity to work from April 6.04.2022, XNUMX. from the FZO without consultation of doctors from all levels of health care and consultation of the Medical Chamber as the supreme professional organization is a classic decision-making by incompetent persons to the detriment of the highest value of a society - human health, which we are well obliged to protect not only by the Hippocratic Oath but also by the Criminal Code," he states. in the memo.

The Medical Chamber told the FZO that punishing primary health care doctors who prescribe sick leave for the duration determined by a specialist or subspecialist doctor is an unprecedented treatment of doctors and patients, and that they will not be silent about it.

"We understand the need to check the justification of the duration of sick leave and thereby protect the budget and work process of Montenegrin employers, but the mechanism by which this problem will be solved must be an expression of the joint efforts of the Medical Chamber, doctors from all levels of health care, with an emphasis on doctors from primary health care, as well as the FZO...", it is written in the letter of the Medical Chamber.

In the letter signed by the president Žanka Cerović, it is concluded that the lawyer cannot interfere in the powers that concern exclusively medical science and cannot appreciate the justification of the length of the temporary incapacity for work prescribed by the subspecialist, specialist and doctor of medicine, which appears to be the Rulebook .
